McCoole. Following each election each newly elected member of the
Committee shall qualify by taking the oath prescribed. The Commit-
tee shall select from its members a Chairman, Secretary and Treas-
urer.

473D.

(a)  The Citizens' Committee provided for in Section 473C has the
power and authority to provide, by contract or otherwise, for electric
lights in McCoole and to pay for the same out of the taxes levied by
the County Commissioners of Allegany County and paid over to the
Treasurer of the Citizens' Committee. The Treasurer shall pay out
of the funds in his possession only upon the order of the Citizens'
Committee and for the purposes authorized by this sub-title.

(b)  The Treasurer of the Citizens' Committee shall deposit all
funds coming into his possession as Treasurer in such bank as may be
approved by the Committee, and they shall not be paid out except by
check duly signed by him as Treasurer and countersigned by the
Chairman, or by some member of the Committee acting as Chairman,
and so authorized to act by resolution of the Committee, which must
first be spread upon the minutes of said Committee.

(c)  The Citizens' Committee may employ an accountant to audit
its books and accounts. The Citizens' Committee shall always keep
available and open to public inspection in McCoole its books and
accounts.

Sec. 2. And be it further enacted, That before the provisions of
this act become effective, the County Commissioners and the Board
of Supervisors of Election of Allegany County shall submit the ques-
tion to persons of legal age who reside in or own property in McCoole
TION TO THE QUALIFIED VOTERS OF ALLEGANY COUNTY
WHO LIVE WITHIN THE AREA DESCRIBED HEREINABOVE
IN THIS ACT AS THE McCOOLE TAX AREA on the date of the
election. The referendum shall be held within 120 days after the
effective date of this Act. Due notice of the referendum shall be
given by public posters in the McCoole Special Tax Area. The
cost of the referendum shall be paid out of the general funds of
the County Commissioners, and it shall be conducted in accordance
with the regular elections procedures of the County except as modi-
fied herein. Suitable provisions shall be made in those polling places
designated for residents or owners of real property in McCoole for a
referendum vote on this Act. Printed on the ballots or on the voting
machine labels there shall be the words "For a Lighting Tax Area"
and "Against a Lighting Tax Area", with suitable provisions made
for each voter to register his choice on this question. If a majority of
the persons voting on the question cast their ballots marked "For a
Lighting Tax Area", this Act becomes of full force and effect as of
the day of the official canvass of the votes; but if a majority of the
persons voting on this question cast their vote "Against a Lighting
Tax Area", this Act is null and void.

Sec. 3. And be it further enacted, That subject to the provisions
of Section 2 this Act shall take effect on June 1,1965.
