(a) The Board of County Commissioners of Allegany County shall
levy and cause to be collected from the property owners, at the time
of the County Tax levy for the year 1965 or any succeeding year,
within this described area of McCoole as created in this sub-title,
such amounts not exceeding ten TWENTY cents on each one hundred
dollars' worth of assessable real property in McCoole as may be re-
quested by the Citizens' Committee hereinafter provided for. Such
taxes shall be collected as all County Taxes are collected and shall be
paid over by the Board of County Commissioners to the Treasurer of
the Citizens' Committee of McCoole, to be selected from among their
number by a majority of the members of the Citizens' Committee,
or by their successors to be selected as herein provided. The Treas-
urer selected by the Committee shall give bond to the Board of
County Commissioners, to be approved by a Judge of the Circuit
Court of Allegany County, in a penal sum to be fixed by the Judge,
conditioned upon the faithful discharge of the duties of the Treasurer.
(b) The taxes collected under the provisions of the section shall
be used by the said Citizens' Committee for electric lights along the
streets, alleys and public ways of McCoole and for other expenses
necessary to carry out the provisions of this sub-title.

(a) From and after June 1, 1965 until the second Monday in
January, 1966, the Citizens' Committee of McCoole is constituted as
follows: Charles A. Steiding, President; Charles Llewellyn, Secre-
tary; and Brook M. Duckworth, Treasurer. Each member shall quali-

MEMBERS. EACH MEMBER SHALL QUALIfy as such Com-
mitteeman by taking an oath before any officer in Allegany County
authorized by law to administer oaths, diligently and faithfully to
discharge all duties of the office. In case any such person shall fail
to qualify within thirty days after June 1, 1965, or if any of their
successors shall fail to qualify within thirty days after his election
or appointment as Committeeman, as hereinafter provided, or in
case of any vacancy through death, resignation, or otherwise, the
remaining Committeemen shall fill the vacancy by the appointment
of a resident of McCoole, of legal age, who shall hold office for the
term or unexpired term.
(b) On the second Monday in January, 1966, one member of the
Citizens' Committee shall be elected to serve for one year, one mem-
ber shall be elected to serve for two years and one member shall be
elected to serve for three years. On the second Monday in January,
1967 and on the second Monday in January of each succeeding year,
an election shall be held at which Committeemen shall be elected to
succeed those whose terms are expiring. The election shall be by ballot
in a manner to be prescribed by the Committee. Only residents or
owners of real property in McCoole of legal age are entitled to vote
for the office of Committeeman in McCoole. Only residents of legal
age of McCoole are eligible to hold the office of Committeeman in
