appoint committees to be known respectively as the committees on
beautification, cleanup, and conservation.
                       

(b)  The powers and duties of the committee on beautification shall
be as follows:

(1)   To recommend beautification programs to the Board of Parks
and Recreation and to the county commissioners by the planting of
trees and shrubs or by other appropriate methods; and to utilize for
its purposes the services of the State Roads Commission, the State
Department of Forests and Parks, the Department of Game and In-
land Fish, and of other county agencies or public officials.

(2)   To cooperate with the "Keep Maryland Beautiful" program of
the State of Maryland and to utilize the advice and services of the
garden clubs of Harford County for the promotion of the objectives
of this sub-section.

(c)   The powers and duties of the committee on cleanup shall be
as follows:

(1)  To survey the public roads, parks and other public facilities
to ascertain whether they are being kept free from trash and refuse.

(2)   To provide active leadership for cleanup drives in Harford
County and in such efforts to cooperate with the county highway
department, private persons, the police, and other public agencies in
Harford County.

(d)  The committee on conservation shall have the duty of preserv-
ing the historical heritage of Harford County, with proper allowance
for necessary change or progress, and of cooperating with the Har-
ford County Historical Society in these efforts, and with the approval
of the Board of County Commissioners it may accept gifts to pro-
mote these objectives. This committee also shall study and make
recommendations concerning the conservation of the natural re-
sources of Harford County.

(e)  The several committees shall submit reports to the Harford
County Planning Commission in those instances in which the com-
mittees' work or observations relate to the functions of planning and
zoning.

(f)   The Board of County Commissioners may appropriate public
funds to implement and support the powers and duties provided in
this section.

Sec. 2. And be it further enacted, That the Harford County
Beautification Committee as created and established under the pro-
visions of Chapter 155 of the Acts of 1959 is abolished and its func-
tions are turned over to the Board of Parks and Recreation as pro-
vided in this Act. Any records, furniture and fixtures, or other prop-
erties of any kind in the custody and control of the Harford County
Beautification Committee shall be turned over to the Board of
County Commissioners, and any monies or credits in the accounts of
the Harford County Beautification Committee shall be turned over
to and vested in the Board of County Commissioners as part of the
general funds of Harford County.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.
