for a special road fund to be used in the annual repair of the public
roads and bridges in the county. Of the amount collected from the
levy in each road district, such portion thereof shall be spent therein
by the road commissioner under direction of the County Commis-
sioners as they may deem advisable, they allotting at least one-third
thereof to be expended in macadamizing or making permanent im-
provements or repairs to such first-class district roads and main
county roads therein as they may direct, and any surplus remaining
after such repairs and improvements are made shall go into the gen-
eral road fund of the county. From the levy of each district the
salary of the road commissioner or commissioners shall be paid. The
County Commissioners shall also each year in the general levy pro-
vide for a general road fund to be used in the construction of all
bridges costing over one hundred dollars and the special permanent
improvement to or temporary repairs of such of the main roads in
the county as they may deem advisable. The decision of the County
Commissioners as to whether a bridge costs over one hundred dollars
shall be final. All money now in the hands of the present road com-
missioners of the respective election districts of the county and all
back road taxes as collected shall be paid to the County Commis-
sioners, Who shall expend the same in the district from which it is
obtained. All road machines and appliances heretofore purchased by
the districts shall be subject to the control of the County Commis-
sioners, who shall use them in their respective districts as required]
county taxes, in an amount as determined by them from time to time,
for the repair and maintenance of the public roads and bridges in
the county.

328. Said County Commissioners shall adopt a uniform system for
the repair and maintenance of the public roads of the county, such
as their present condition demand and require; they shall thereby
provide for the permanent improvement of the main county roads by

gradually grading and macadamizing the same, and in order to effec-
tually carry out this requirement they may have surveyed and re
-
located any of said roads. All roads shall be at least thirty feet wide
and the bed or traveled portion of every road shall be of sufficient
width to allow [teams]
vehicles to conveniently pass each other.
[Before making any permanent or special improvement costing one

thousand dollars or over a mile, to any of said main roads they shall
consult with the Highway Commission of Maryland as to the most
approved method of making the same, and may employ a road engi-
neer to lay out and superintend the work.]
They may purchase all
machinery, [appliances] equipment and material necessary to make
said special or permanent improvement or repairs; and in all cases
where any such permanent improvement is made to of the main

county roads, the same shall, except as hereinafter provided, be let

out on contract. Public bids shall be received for the same after due
notice, upon such terms as they may prescribe. AS THEIR CON-
DITION MAY DEMAND AND REQUIRE. THEY SHALL PRO-
VIDE FOR THE PERMANENT IMPROVEMENT OF THE MAIN
COUNTY ROADS BY GRADING AND SURFACING, AND IN
ORDER EFFECTUALLY TO CARRY OUT THIS REQUIRE-
MENT THEY MAY SURVEY AND RELOCATE ANY OF SAID
ROADS. THE RIGHT-OF-WAY OF ALL ROADS SHALL BE NO
LESS THAN THIRTY FEET IN WIDTH, PLUS THE EASE-
MENTS NECESSARY FOR SLOPE AND DRAINAGE, AND THE
ROADBED OR TRAVELED PORTION OF ALL ROADS SHALL
