articles shall become operative. All expenses in connection with
proceedings conducted by the Commissioner under this subsection
shall be borne by the surviving or consolidated insurance company.

(e) Prior to the approval of agreements of consolidation or mer-
ger, the Commissioner shall conduct such examination and review of
the affairs of companies which are parties to the agreement as he
finds to be necessary or desirable and he may hold a hearing upon
the agreement after giving such notice as he deems appropriate. If
the Commissioner finds the agreement to be in accordance with this
Code, and he is satisfied that the policyholders and members in the
surviving or consolidated insurer are protected through adequate
reserves and assets for losses and claims then anticipated, he shall
approve the agreement before it becomes operative. All expenses in
connection with proceedings conducted by the Commissioner under
this subsection shall be borne by the surviving or consolidated com-
pany.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Sections 327 and
328 of Article 7 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Carroll County", sub-title "Roads"; to repeal
Sections 329, 330, 331, 333, 336, 337 and 338 of said Article and
sub-title; and to enact a new Section 329 to stand in the place of
the Section 329 so repealed, generally amending the local laws of
Carroll County concerning roads and the control of the County
Commissioners over the construction , BUILDING, WIDENING,
RECONSTRUCTION, RELOCATING, and maintenance of roads
and bridges, providing for the filing of plats concerning any plots
or areas of land that are acquired for road purposes by the County
Commissioners, and relating generally to the construction and
maintenance of roads and bridges in Carroll County and to the
powers and duties of the County Commissioners in relation thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 327 and 328 of Article 7 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Carroll County", sub-title
"Roads" be and they are hereby repealed and re-enacted with
amendments; and that Sections 329, 330, 331, 333, 336, 337 and 338
of said Article and sub-title be and they are hereby repealed; and that
a new Section 329 be and it is hereby enacted, to stand in the place of
the Section 329 so repealed, and all to read as follows:
327. [Said] The County Commissioners shall annually levy [not
less than ten nor more than twenty cents on the one hundred dollars
