CHAPTER 454
(House Bill 1082)

AN ACT to add a new Section 39A to Article 40 of the Annotated
Code of Maryland (1957 Edition and 1964 Supplement), title
"General Assembly," subtitle "Legislative Council," to follow im-
mediately after Section 39 thereof, to specify the merit system
status of certain employees of the Legislative Council.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 39A be and it is hereby added to Article 40 of
the Annotated Code of Maryland (1957 Edition and 1964 Supple-
ment), title "General Assembly," subtitle "Legislative Council," to
follow immediately after Section 39 thereof, and to read as follows:

39 A.

The secretarial, clerical, and stenographic employees of the Legis-
lative Council are members of the classified service under Article
64A of this Code, subject to all the rights, privileges, and duties
of that Article. All other employees of the Legislative Council are
not included in the classified service under Article 64A.

Sec. 2. And be it further enacted, That as of June 1, 1965, those
secretarial, clerical, and stenographic employees of the Legislative
Council who have held their positions for not less than the six
months next preceding that date are automatically included as
members of the classified service, without the necessity for any
examination or further qualification. Nothing in this Act affects
the status or tenure of the secretary and director of research of the
Legislative Council.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 455
(House Bill 1092)

AN ACT to add new Section 326 (y) to Article 81 of the Annotated
Code of Maryland (1964 Supplement), title "Revenue and Taxes,"
subtitle "Retail Sales Tax Act," subheading "In General," to
follow immediately after Section 326 (x) thereof to exclude sales
of American flags AND MARYLAND FLAGS from payment of
State tax on sales.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 326 (y) be and it is hereby added to Article 81 of the
Annotated Code of Maryland (1964 Supplement), title "Revenue and
Taxes," subtitle "Retail Sales Tax Act," subheading "In General," to
follow immediately after Section 326 (x) thereof and to read as
follows:
