140A.

The Department of Legislative Reference is a staff agency for and
solely responsible to the General Assembly of Maryland, with the
powers, duties, and responsibilities set forth elsewhere in the laws
of this State.

146.

The State Fiscal Research Bureau shall have a Director who [,
upon the recommendation of the Director of the Department of
Legislative Reference,] shall be appointed by the Director of the
Department of Legislative Reference after consultation with the
President of the Senate of Maryland and the Speaker of the House
of Delegates of Maryland.
The Director shall be a person who has
had prior experience or training in research, statistical analysis and
subjects relating to taxation generally and shall devote his entire
time in performing and carrying out the various duties and assign-
ments of the State Fiscal Research Bureau as set forth in this sub-
title. The Director shall receive such annual salary as shall be
provided in the State budget.

The positions of all librarians, research analysts, clerks, secretaries,
stenographers, and similar occupations in the Department of Legis-
lative Reference and the positions of all stenographers, secretaries,
clerks, and similar positions in the Fiscal Research Bureau are part
of the classified service, notwithstanding any provisions in Section 3
of this Article or elsewhere.

Sec. 2. And be it further enacted, That nothing in this Act affects
the appointment or the tenure of the persons holding on June 1, 1965,
the positions of Director of the Department of Legislative Reference
and Director of the Fiscal Research Bureau.

Sec. 3. And be it further enacted, That nothing in this Act affects
the appointments or merit system status of any of the persons hold-
ing positions on June 1, 1965, as librarian, research analyst, clerk,
secretary, stenographer, or other similar occupation in the Depart-
ment of Legislative Reference.

Sec. 4. And be it further enacted, That nothing in this Act affects
the appointment or merit system status of any of the persons holding
positions on June 1, 1965, as stenographer, secretary, clerk, or other
similar occupation in the Fiscal Research Bureau.

Sec. 5. And be it further enacted, That this Act shall take effect
June 1, 1965.
