or before any judge, justice of the peace, trial magistrate, or other
tribunal in this State, in the same manner and to have the same
effect as if the original books, papers, entries, records or proceedings
were themselves produced.

(b) Whenever any subpoena duces tecum shall be issued to the
Commissioner or any official of the Department for the production
in any proceeding in court of a copy or photostat of the books, papers,
entries, records or proceedings of the Department, it shall not be
necessary for the Commissioner or official of the Department to
whom the subpoena is issued to appear personally, provided an em-
ployee of the Department appears in the court to answer to the
subpoena with a copy or photostat of the books, papers, entries,
records or proceedings of the Department.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 437
(House Bill 833)

AN ACT to add a new subsection to Section 32 of the Code of Public
Local Laws for Prince George's County, being Article 17 of the
Code of Public Local Laws of Maryland, title "Prince George's
County," subtitle "Fire Companies," said subsection to be known
as subsection 32-18 and to follow immediately after subsection
32-17, providing AUTHORITY for an additional fire tax of five
FOUR cents (5¢) (4¢) upon each one hundred dollars ($100.00) of
assessed valuation of real and personal property in Prince George's
County EXCEPTING THE AREA OF SAID COUNTY WITH-
IN THE LIMITS OF THE CITY OF TAKOMA PARK, and to
provide that such tax shall be paid to BY the Board of County
Commissioners for Prince George's County, to be allocated to
each of the fire companies now established in order to provide
two (2) paid firemen to be employed by each of said fire companies
SAID COUNTY.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new subsection to Section 32 of the Code of Public Local
Laws for Prince George's County, being Article 17 of the Code of
Public Local Laws of Maryland, title "Prince George's County,"
subtitle "Fire Companies," said subsection to be known as sub-
section 32-18 and to follow immediately after subsection 32-17, be
and the same is hereby enacted, to read as follows:

The County Commissioners for Prince George's County are hereby
authorized and directed to levy for the
