(2) The word "dormitory" shall mean and embrace housing fa-
cilities and living accommodations which may include such facilities
as eating facilities, recreational facilities and student facilities; and
(3) The word "cost" as applied to any one or more dormitories
shall embrace the cost of construction, the cost of the acquisition of
all land, rights-of-way, property rights, easements and interests ac-
quired by the University of Maryland for such construction, the cost
of all machinery and equipment, financing charges, interest prior to
and during construction and for one year after completion of con-
struction, the cost of engineering and legal expenses, plans, specifi-
cations, surveys, estimates of costs and revenues, other expenses
necessary or incident to determining the feasibility or practicability
of the construction of any dormitory or dormitories, administrative
expenses, and such other expenses as may be necessary or incident
to the construction of the same, the financing of such construction
and the placing of any such dormitory or dormitories in operation.
Any obligation or expense heretofore or hereafter incurred by said
University for the preparation of plans and specifications, and other
engineering services in connection with the construction of any
such dormitory or dormitories shall be regarded as a part of the
cost of the same and may be reimbursed to said University out of
the proceeds of the revenue bonds herein authorized.

In order to provide additional facilities for the University of
Maryland, the University of Maryland is hereby authorized and
empowered from time to time:
(a) to construct, equip, maintain, repair and operate one or more
dormitories for single or married students of said University; both
graduate and undergraduate.
(b) to issue revenue bonds of the University for the purpose of
paying all or any part of the cost of any one or more of said dormi-
tories and to combine dormitories under the control of the University
for financing purposes, the IN AN aggregate principal amount of
said revenue bonds, at any one time outstanding, (not to exceed
$10,000,000) except as otherwise provided in subsection (b) of Sec-
tion 259M of this subtitle; NOT TO EXCEED $2,000,000.00;
(c) to fix and revise, from time to time, fees, rents and other
charges for the use of dormitories;
(d) to acquire, hold and dispose of real and personal property in
the exercise of its powers and performance of its duties under
Sections 259K—259T, inclusive, of this subtitle;
(e) to make and enter into all contracts and agreements neces-
sary or incidental to the performance of its duties and the execu-
tion of its powers under Sections 259K—259T, inclusive, of this
subtitle, and to employ consulting engineers, attorneys, construction
and financial experts and such other employees and agents as may
be necessary in the opinion of its Board of Regents and to fix their
compensation; provided that all such contracts and agreements shall
be payable solely from the proceeds of revenue bonds issued under
the provisions of Sections 259K—259T, inclusive, of this subtitle,
or from funds otherwise provided;
