1965," as amended from time to time, to enter into and complete
any and all contracts and agreements thereunder and to do all
things necessary and proper to carry out the said Act, including
the expenditure of funds therefor, directing the Governor and
Board of Public Works to appoint State member and alternate to
Federal "Appalachian Regional Commission" and relating generally
to the power and authority of the Governor and Board of Public
Works in connection with the "Appalachian Regional Develop-
ment Act of 1965," and of the State member and alternate in con-
nection therewith.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 13A be and the same is hereby added to Article
78A of the Annotated Code of Maryland (1957 Edition) title "Public
Works," subtitle "Board of Public Works," to follow immediately
after Section 13 thereof and to read as follows:
13 A.
(a) The said Board of Public Works is authorized and empowered
to coordinate and cooperate with the Federal Government or any
Agency or officer thereof to implement, in the State of Maryland,
the provisions of the "Appalachian Regional Development Act of
1965," as amended from time to time, to enter into and complete any
and all contracts and agreements thereunder, and to do all things
necessary and proper to carry out the terms of the aforesaid Act,
including the expenditure of funds therefor, in the fields of highways,
natural resources, agriculture, education, training, health and welfare
and all other fields related to the purposes of the said Act. If the
said federal government or any agency or officer thereof offers to the
State of Maryland services, equipment, supplies, materials or funds
by way of gift or grant for purposes of the Appalachian Regional
Development Program, the State of Maryland, acting through the
Governor and the Board of Public Works, may accept such offer and
may authorize any officer of the State or of one of the political sub-
divisions as the case may be to receive and utilize such aid and
assistance.
(b) In addition to and not in derogation of the grant of powers
provided by subsection (a) hereinabove, the said Governor and
Board of Public Works shall appoint a State member to the federal
"Appalachian Regional Commission" and an alternate thereto, both
of whom shall receive such salary or compensation as provided in the
budget from time to time. The State member, or his alternate as
the case may be is authorized to certify to the Commission "a local
development Commission" and to perform any and all acts required
and necessary to carry out the provisions of this or said "Appalachian
Regional Development Act of 1965," as amended from time to time.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety, and being passed by a yea and nay
vote, supported by three-fifths of all the members of the two houses
of the General Assembly, the same shall take effect from the date of
its passage.
