554                              LAWS OF MARYLAND                      [CH. 381

(1957 Edition), title "Licenses," subtitle "Junk Dealers," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

238.

Nothing in this subtitle shall be construed to apply to or be effective
in the City of Baltimore, or in Baltimore, Carroll, Caroline, Wash-
ington, Somerset, [Prince George's,] Anne Arundel, Kent, Worcester,
Frederick, Dorchester, Talbot, and Calvert [and Montgomery]
counties.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

Approved April 8, 1965.

CHAPTER 381
(House Bill 291)

AN ACT to repeal and re-enact, with amendments, Section 40 (n)
of Article 10 of the Annotated Code of Maryland (1964 Supple-
ment), title "Attorneys at Law and Attorneys in Fact," subtitle
"State's Attorney," increasing the salary of the assistant State's
Attorney in Howard County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 40 (n) of Article 10 of the Annotated Code of Maryland
(1964 Supplement), title "Attorneys at Law and Attorneys in Fact,"
subtitle "State's Attorney," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

40.

(n) In Howard County, (1) the State's Attorney's salary is six
thousand dollars ($6,000).

(2)    The State's Attorney may appoint an assistant State's At-
torney, to serve at the pleasure of the State's Attorney. The as-
sistant State's Attorney's salary is [three thousand dollars ($3,000)]
four thousand five hundred dollars ($4,500). He has the same legal
powers as the State's Attorney to represent the State before the
grand jury and at the trial of criminal proceedings.

(3)    The County Commissioners shall provide the State's Attorney
with an appropriate office and such stenographic and secretarial
services as may be necessary.

Sec. 2. And be it further enacted, That this Act shall take effect

June 1, 1965.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
