AN ACT to repeal and re-enact, with amendments, Section 216A (b)
of the Code of Public Local Laws of Harford County (1957 Edition,
being Article 13 of the Code of Public Local Laws of Mary-
land), title "Harford County," subtitle "County Commissioners,"
as added by Chapter 220 of the Acts of 1959, to require the Harford
County Capital Improvements Commission to review and report
on plans, drawings and specifications for any public school or com-
munity college constructed or improved in the county.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 216A (b) of the Code of Public Local Laws of Harford
County (1957 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "County Com-
missioners," as added by Chapter 220 of the Acts of 1959, be and it
is hereby repealed and re-enacted, with amendments, to read as
follows:
216A.
(b) The duties of the Harford County Capital Improvement
Commission shall be as follows:
(1) To assist the County Commissioners, at their request, in the
development of capital improvement and maintenance programs so
that the governmental services for which the County Commissioners
are responsible may be properly rendered to the public in buildings
efficiently designed and constructed for such purposes.
(2) To give the County Commissioners and the Harford County
Planning and Zoning Commission technical advice and counsel, at
their request, upon the location and construction of public buildings
and improvements.
(3) To review preliminary plans of proposed capital improve-
ments of all county agencies and to advise the County Commissioners
both upon the functional efficiency of said plans and upon the pos-
sibility of achieving the objective of sound construction at the lowest
cost consistent with good public policy.
(4) To review plans, drawings and specifications for any public
school or community college constructed or improved in the county,
and to submit in writing its report and recommendations to the
County Commissioners and to the Board of Education prior to the
time any funds are expended for construction of any public school
or community college or capital improvements thereto.
