SEC. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by
a yea and nay vote supported by three fifths of the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JUNE 1, 1965.

AN ACT to add new Section 452A to the Code of Public Local Laws
of Harford County (1957 Edition, being Article 13 of the Code of
Public Local Laws of Maryland), title "Harford County," subtitle
"Schools," to follow immediately after Section 452 thereof, to re-
quire the Harford County Board of Education to study population
distribution and growth in Harford County and future projections
therefor as related to the need for additional schools and for ex-
pansion of existing schools, and to require preparation of a report
containing recommendations for future school needs for a five year
period with estimated costs of meeting such needs.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 452A be and it is hereby added to the Code of Public
Local Laws of Harford County (1957 Edition, being Article 13 of
the Code of Public Local Laws of Maryland), title "Harford County,"
subtitle "Schools," to follow immediately after Section 452 thereof,
and to read as follows:
452A.
The Harford County Board of Education shall study the popula-
tion distribution of Harford County as of the effective date of this
section, and shall in addition study projections of future population
growth and dispersement throughout the County for the purpose
of attempting to relate such distribution and projections to the need
for additional schools and for the expansion and enlargement of exist-
ing schools. By January 1, 1966, the Board shall prepare a report
for the members of the General Assembly from the county and for
the County Commissioners, which shall contain their findings in the
areas of study provided for herein with special emphasis upon school
needs for the period from January 1, 1967, through the year 1972,
together with an estimate of the cost of construction during such
period.
