County," subtitle "County Commissioners and County Collection," to
follow immediately after Section 58 thereof, and to read as follows:
58 A.
Whenever any purchases are to be made for Howard County by
the County Commissioners thereof, the cost of which is to exceed
Two Thousand Dollars ($2,000), it is hereby made their duty to
let the same by advertisement for not less than twice, in one county
paper, printed and published in Howard County, giving notice of the
nature and kind of equipment, supplies or whatever is to be pur-
chased, and the day when said sealed bids will be publicly opened,
and upon the day named in said advertisement for opening said
bids the said County Commissioners shall open the bids publicly in
their office at Ellicott City and shall award the contract therefor to
the lowest responsible bidder.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

(House Bill 1078)
AN ACT to repeal and re-enact, with amendments, Section 51 (k) of
Article 25 of the Annotated Code of Maryland (1964 Supplement),
title 'County Commissioners," subtitle "County Treasurers," in-
creasing the salary of the County Treasurer of Harford County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51 (k) of Article 25 of the Annotated Code of Maryland
(1964 Supplement), title "County Commissioners," subtitle "County
Treasurers," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
51.
(k) The county treasurer of Harford County shall receive an
annual salary of [$7,000.00] $9,000.00 and this shall be his sole
compensation for services performed by him of any character
whatever, including the issuance of licenses. The treasurer shall
appoint a deputy treasurer, who shall give such bond to the treasurer
as the said treasurer may require, and shall receive an annual salary
as such deputy treasurer, to be fixed by the treasurer and County
Commissioners, payable in monthly installments.
In the absence or incapacity of the treasurer of Harford County,
for any reason, the deputy treasurer shall have full right, power
and authority and it shall be the duty of said deputy treasurer, to
sign and execute any instruments and to otherwise act for and in
behalf of the said treasurer of Harford County with full authority
and in all matters pertaining to the office of said treasurer.
