penalties as the Commission may from time to time adopt by resolu-
tion. If any bill shall remain unpaid for sixty days after being
sent by the Commission, it shall be collectible from the owner of the
property served in the same manner as other debts are collectible
in the County and said ready-to-serve charge, other service charges
and all penalties shall be a first lien against said property.
138.
The said Commission shall have the power and authority, subject
to the approval of the County Commissioners of Howard County,
to enter into any contract for the connection of its water supply,
sewerage or drainage systems, which those of any municipality, or
adjoining counties, for the purchase of water and for the disposal
of sewerage and other drainage from [any subdistrict] the Metro-
politan District, and to enter into any other agreement concerning
any other matter deemed by the Commission to be necessary, ad-
visable or expedient for the proper construction, maintenance and
operation of the water supply, sewerage or drainage systems whether
within or outside Howard County under its control, or those under
the control of any municipalities, counties or subdivisions.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THE
AMENDMENTS PROPOSED TO SECTIONS 125 (A), 127, 129,
130, 131, 132 (C), 132 (E), 134 (A), 137 AND 138 OF THE CODE
OF PUBLIC LOCAL LAWS OF HOWARD COUNTY ARE NOT
AFFECTED BY AND HAVE NO EFFECT UPON ANY OTHER
AMENDMENTS TO THESE SECTIONS PROPOSED BY ANY
OTHER BILL ENACTED AT THE 1965 GENERAL ASSEMBLY,
PROVIDED SUCH AMENDMENTS ARE NOT INCONSISTENT,
IT BEING THE INTENTION OF THE GENERAL ASSEMBLY
THAT ALL AMENDMENTS PROPOSED TO THE SECTIONS
ABOVE SHALL BE GIVEN EFFECT.
Sec. 2 3. And be it further enacted, That this Act shall take effect
June 2, 1965.

(House Bill 1062)
AN ACT to add new Section 58A to the Code of Public Local Laws
of Howard County (1957 Edition, being Article 14 of the Code of
Public Local Laws of Maryland), title "Howard County," subtitle
"County Commissioners and County Collection," to follow immedi-
ately after Section 58 thereof, providing that purchases by the
County Commissioners of Howard County on behalf of the county
in excess of a certain sum of money be put out for public bid.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 58A be and it is hereby added to the Code of
Public Local Laws of Howard County (1957 Edition, being Article
