CHAPTER 204
(Senate Bill 287)
AN ACT to repeal and re-enact, with amendments, Section 32 of
Article 64A of the Annotated Code of Maryland (1957 Edition and
1964 Cumulative Supplement), title "Merit System", in order to
provide that teachers and other instructional employees employed
by or in institutions of the State Departments of Correction, Wel-
fare, Health and Mental Hygiene shall be entitled to receive
emblems and written certificates for long service as are other
State employees.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 32 of Article 64A of the Annotated Code of Maryland
(1957 Edition and 1964 Cumulative Supplement), title "Merit Sys-
tem", be and it is hereby repealed and re-enacted, with amendments,
to read as follows:
32. Emblems and certificates for employees of long service.
The State Commissioner of Personnel is hereby authorized and
directed to present appropriate emblems and written certificates to
State employees, including but not limited to those teachers and other
instructional employees who are employed by or in institutions of the
State Departments of Correction, Welfare, Health and Mental
Hygiene, who have completed ten years in State service, with addi-
tional or supplemental emblems and certificates for each five years
of service thereafter.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 205
(House Bill 8)
AN ACT to repeal Section 3 (b) of Article 25 of the Annotated Code
of Maryland (1957 Edition), title "County Commissioners," sub-
title "General Provisions," and to add new Section 11A to the said
Article and subtitle of the Code, to follow immediately after Sec-
tion 11 thereof, to authorize the County Commissioners of any
county in the State to acquire by purchase, condemnation or other-
wise, any property, or any interest therein, of any kind needed for
a public purpose, to erect buildings thereon and to sell such prop-
erty when no longer needed for public use and after giving notice
of sale and to specify the procedure for acquisition of property by
condemnation.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3 (b) of Article 25 of the Annotated Code of Maryland
(1957 Edition), title "County Commissioners," subtitle "General
Provisions," be and it is hereby repealed, and that new Section 11A
