of the Commission may improve the facilities and development of the
City of Annapolis
AND AREAS ADJACENT THERETO and of
agencies of the State government; and (5) study the fiscal needs and
implications of programs it investigates or of recommendations it
supports.

(h) The studies, recommendations, and functions of the Commis-
sion are advisory only, and the Commission has no powers to require
or compel the adoption or implementation of any of its recommenda-
tions; but this limitation shall not be continued or applied to prevent
or limit the Commission in expending funds acquired by it under the
provisions of this subtitle, to another governmental or private agency
for achieving any of the functions or purposes of this section.

(I) THE COMMISSION SHALL ANNUALLY ON OR BEFORE
THE FIRST DAY OF JULY OF EACH YEAR SUBMIT A RE-
PORT OF ITS PROGRESS TO THE GOVERNOR OF MARY-
LAND; THE COUNTY EXECUTIVE OF ANNE ARUNDEL
COUNTY; AND TO THE MAYOR OF THE CITY OF ANNAPOLIS.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

CHAPTER 203
(Senate Bill 421)

AN ACT to add new Section 281 (v) to Article 81 of the Annotated
Code of Maryland (1957 Edition and 1964 Supplement), title
"Revenue and Taxes", sub-title "Income Tax", to follow immedi-
ately after Section 281 (u) thereof, amending the State income tax
laws in order to provide a deduction therefrom for certain amounts
received by persons who have attained the age of 65 years as an
annuity pension or endowment under certain retirement systems,
and subject to a certain maximum payment.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 281 (v) be and it is hereby added to Article 81 of
the Annotated Code of Maryland (1957 Edition and 1964 Supple-
ment) , title "Revenue and Taxes", sub-title "Income Tax", to follow
immediately after Section 281 (u) thereof, and to read as follows:

281.

(v) For all calendar years beginning after December 31, 1964,
amounts received by persons who have attained the age of 65 years
as an annuity, pension, or endowment, under a private, municipal,
state, or federal retirement system, to a maximum of $1,200.00, such
amounts to be reduced by the amount of Old Age, Survivors or Dis-
ability benefits received under the Social Security Act.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
