1676 VETOES
This bill pertains to the filing of an appeal by an individual who
is denied a Maryland operator's license or whose license has been
cancelled, suspended or revoked. It further provides that when an
appeal has been noted, such appeal shall operate as a stay as to the
cancellation, suspension or revocation of a driver's permit. It pro-
vides that such stay shall operate or be effective for a period not to
exceed thirty days after the first day of the next succeeding term of
court and it also provides that by an order of the Court, the stay can be
extended for an additional thirty days.
It is my feeling that the language of this bill is not compatible
with our efforts to improve safety on our highways. Under this
legislation, motorists with bad driving records would be permitted to
continue to operate a motor vehicle in their customary reckless and
unsafe manner for an extended period of time, simply by filing an
appeal. This would lend itself to the practice of individuals with
multiple convictions continuing to drive while the appeals are pend-
ing, which, in many instances could conceivably carry over for a
considerable period.
This Administration, as well as the present and prior legislatures,
has done much to improve highway safety in this State by removing
from our highways those motorists whose past driving conduct has
indicated that they should no longer be entitled to a driver's permit in
this State.
The enactment of this bill, I am afraid, would not be consistent
with those efforts.

AN ACT to repeal and re-enact, with amendments, Section 126
(a) of Article 26 of the Annotated Code of Maryland (1964 Supple-
ment), title "Courts," subtitle "Municipal Court of Baltimore City,"
increasing the salary of the Chief Clerk, DEPUTY CLERK OF THE
CRIMINAL DIVISION AND THE DEPUTY CLERK OF THE
TRAFFIC DIVISION of the Municipal Court of Baltimore City.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Con-
stitution, I have today vetoed House Bill 251, 1965 Session, and I am
returning this bill along with my veto message.
This bill amends Section 126 (a) of Article 26 of the Annotated
Code of Maryland for the purpose of increasing the salary of the
Chief Clerk of the Municipal Court of Baltimore City.
