Re: House Bill No. 189
Dear Governor Tawes:
We have examined House Bill 189, as passed by the General As-
sembly and for the reasons hereafter set forth have concluded that
it is unconstitutional.
As originally introduced and as set forth in its title, the bill
was designed "to increase the salary of the judges of the People's
Court of Prince George's County" from $12,500 to $17,000 per year.
During the course of its passage through the General Assembly,
the bill was amended to increase the number of full-time judges of
the said court from two to three; to designate one of such judges as
chief judge; and to provide salaries of $17,000 for the chief judge and
$16,000 for the two associate judges.
Article III, § 29 of the Constitution of Maryland provides in
part that "every Law enacted by the General Assembly shall embrace
but one subject, and that shall be described in its title ......." Al-
though the bill creates an additional judgeship in addition to in-
creasing the salary of the judges of the People's Court of Prince
George's County, the new judgeship is not referred to in the title.
We, therefore, feel that this bill is in contravention of the cited por-
tion of the Constitution and should not be approved.

House Bill No. 227—Motor Vehicle Operators' Licenses
AN ACT to repeal Section 109 (b) of Article 66½ of the Anno-
tated Code of Maryland (1964 Supplement), title "Motor Vehicles,"
subtitle "Administration-Registration-Titling," and to enact new Sec-
tion 109 (b) in lieu thereof, to stand in the place of the section
repealed, to provide that an appeal by a person who was denied an
operator's license or whose license was cancelled, suspended, or re-
voked shall automatically operate as a stay.
