Unfortunately, the bill was amended in the Senate to require
Baltimore City to supplement the salaries of the Deputy Clerk of the
Criminal Division and the Deputy Clerk of the Traffic Division of the
Municipal Court of Baltimore City. The salary of the Chief Clerk is
set by statute, and the proposed amendment insofar as it affects the
Chief Clerk is right and proper. However, the two deputy clerks'
salaries are under the jurisdiction of the Salary Board and both
positions are in the Merit System. To attempt to change their salaries
in this fashion establishes a very bad precedent and does violence to
the orderly procedure established for adjusting the salaries of Merit
System employees.

Because of the above stated reasons, I feel compelled to veto
House Bill 251.

House Bill No. 299—Baltimore County Assessors

AN ACT to add new Section 236A to Article 81 of the Annotated
Code of Maryland (1957 Edition), title "Revenue and Taxes," subtitle
"State Department of Assessments and Taxation," to
follow imme-
diately after Section 236 thereof, to declare the Supervisor of Assess-

ments of Baltimore County an appointed official for the purposes of
the provisions of the State employees retirement system specifying a
mandatory age for retirement.

AN ACT TO REPEAL AND RE-ENACT, WITH AMEND-
MENTS, SECTION 233 OF ARTICLE 81 OF THE ANNOTATED
CODE OF MARYLAND (1964 SUPPLEMENT), TITLE "REVE-
NUE AND TAXES," SUBTITLE "STATE DEPARTMENT OF
ASSESSMENTS AND TAXATION," AND TO REPEAL AND RE-
ENACT, WITH AMENDMENTS, SECTION 21-1 OF BALTIMORE
COUNTY CODE 1958 (BEING ARTICLE 3 OF THE CODE OF
PUBLIC LOCAL LAWS OF MARYLAND), TITLE "BALTIMORE
COUNTY," SUBTITLE "TITLE 21. PENSIONS AND RETIRE-
MENT," SUBHEADING "ARTICLE I. OFFICERS AND EM-
PLOYEES GENERALLY," TO PROVIDE FOR THE EXTENSION
IN OFFICE FOR THE PURPOSES OF THE BALTIMORE COUN-
TY PENSION LAWS AND APPLICABLE STATE LAWS OF THE
SUPERVISOR OF ASSESSMENTS OF BALTIMORE COUNTY.
