I. MILLARD TAWES, Governor                     1647

Whereas, Because of a dispute between William Penn and the
Calvert family as to the exact boundary line between their pro-
prietary holdings in America, arising from ambiguous descriptions
in their respective charters from the Crown of England, the Eng-
lish astronomers Charles Mason and Jeremiah Dixon were appointed
as the result of a compromise reached between the two proprietor's
families, to make a survey to establish a boundary line between the
Penn and Calvert lands; and

Whereas, In 1763, Mason and Dixon arrived in the colonies and
in 1764 began their survey at the Middle Point Marker, and subse-
quently extended their line for a distance of 244 miles west from
the Delaware River before they returned to England in 1767; and

Whereas, The Wicomico County Historical Society beginning in
1960 instituted a program to obtain the issuance of a commemorative
postage stamp observing the completion of the survey by Mason and
Dixon; and

Whereas, The settlement by peaceful means of a serious boundary
dispute between two of the American colonies by means of the Mason-
Dixon Survey is an event worthy of commemoration by a special
postal issue, particularly since the Middle Stone Marker of the Mason-
Dixon Survey has been declared to be a registered national landmark;
and

Whereas, This eminently worthy project has the support and en-
couragement of the Maryland General Assembly; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Post-
master General of the United States is urged to authorize the issu-
ance in 1967 of a United States commemorative postage stamp to
commemorate the bicentennial of the settlement of the boundary
dispute between Maryland and Delaware and the completion of the
Mason-Dixon Survey by Charles Mason and Jeremiah Dixon; and
be it further

Resolved, That copies of this Resolution under the Great Seal of
the State of Maryland are sent to Postmaster General John A.
Gronouski, to Ira Kapenstein, Special Assistant to the Postmaster
General, and to the members of the Citizens' Stamp Advisory Com-
mittee of the Post Office Department.

(House Joint Resolution 54)

House Joint Resolution directing the State Department of Education,
in consultation with the State Department of Health and appro-
priate groups, to develop a plan and budget estimate implementing
the Gruehn Report recommendation for assumption by the State
of part of the costs of nurse and medical technician training.

Whereas, The report of the Governor's Commission to study
hospital costs (Gruehn Report) has recommended that consideration
be given to assumption by the State of part of the costs of nurse and
technician training by hospitals; and
