1646                            JOINT RESOLUTIONS

No. 36
(House Joint Resolution 47)

House Joint Resolution directing the State Roads Commission and
the Department of Maryland State Police to make such studies as
are necessary to recommend legislation to the 1966 Session of the
General Assembly, transferring the truck weight, size, and motor
vehicle fuel tax law enforcement from the State Roads Commis-
sion to the Department of Maryland State Police.

Whereas, The enforcement of the truck weight and size statutes
is currently under the jurisdiction of the State Roads Commission,
and

Whereas, Certain criticism has been made concerning the ad-
ministration of the truck weight and size laws, and

Whereas, This is primarily a law enforcement function of the
State government and more properly belongs under the jurisdiction
of the Department of Maryland State Police, and

Whereas, Highway Management Associates, management consul-
tants, recently made an administrative study of the State Roads
Commission and recommended that the truck weight and size laws
be enforced by the State Police, rather than the State Roads Com-
mission. In its report, the management consultant stated that Mary-
land was one of only three of the States where the truck weight and
size laws were enforced by the highway department; now, there-
fore, be it

Resolved by the General Assembly of Maryland, That the State
Roads Commission and the Department of Maryland State Police be,
and are hereby directed to make such studies as are necessary, and
prepare proposed legislation for the 1966 Session of the General
Assembly under which the enforcement of the truck weight, size,
and motor vehicle fuel tax laws will be transferred from the State
Roads Commission to the Department of Maryland State Police;
and be it further

Resolved, That copies of this Resolution be sent to the Chairman-
Director and members of the State Roads Commission and to the
Commissioner of Motor Vehicles.

(House Joint Resolution 51)

House Joint Resolution requesting the Postmaster General of the
United States to authorize the issuance of a United States com-
memorative postage stamp in 1967 to commemorate the bicenten-
nial of the settlement of the boundary dispute between Maryland
and Delaware and the completion of the Mason-Dixon Survey by
Charles Mason and Jeremiah Dixon.
