Whereas, Such cost might better be borne in part from tax reve-
nues than charged to hospital operating costs; now, therefore, be it
Resolved by the General Assembly of Maryland, That the State
Department of Education is directed to consult with the State De-
partment of Health and with appropriate medical societies and
hospital associations to develop a plan for such assumption of costs,
including a budget estimate, and to report to the Governor and to the
General Assembly on or before January 1, 1967; and be it further
Resolved, That the Secretary of the Senate be instructed to send a
copy of this Resolution to the President of the State Board of Edu-
cation, the Commissioner of the State Department of Health, and to
Chairman Herman L. Gruehn.

House Joint Resolution requesting the County Council for Mont-
gomery County, Maryland, to appoint a commission to study the
Montgomery County Charter.
Whereas, The Montgomery County Charter has not been sub-
stantially revised since its adoption in 1948; and
Whereas, Other local governments in the State of Maryland have
adopted charters since 1948 but have seen fit to establish different
provisions than those appearing in the Montgomery County Char-
ter; and
Whereas, The tremendous growth of population and development
of resources in Montgomery County since the adoption of the charter
have placed great burdens upon the governmental structure estab-
lished by the Montgomery County Charter; and
Whereas, There appears to be at this time a strong need for a
comprehensive study and review of the provisions of the entire
Montgomery County Charter in the light of sixteen years of ex-
perience without substantial change in the Charter; and
Whereas, From time to time specific changes in the Charter
have been urged such as the establishment of a county executive
and a full time county council; now, therefore, be it
Resolved by the General Assembly of Maryland, That the County
Council for Montgomery County is requested to appoint a compre-
hensive study commission of not less than ten members, who shall
be citizens of Montgomery County, Maryland, with proven experi-
ence and qualifications in the field of government, law, public
administration, education, business or agriculture, which commis-
sion shall conduct a complete study of the Montgomery County
Charter in light of changed circumstances since the original adoption
of the charter and in light of the sixteen years of experience which
Montgomery has had with its charter; and be it further
