B. Constant review of planning and use of facilities for the pur-
pose of consolidating uses where possible, including land acquisition
and use for common facilities.
C. Constant review of all matters of inter-relationship of the
various agencies for the purpose of ascertaining ways and means of
effecting greater efficiency in providing various services offered.
Sec. 3. The "Coordinating Committee" shall meet at least bi-
monthly, and the presiding officer shall be the President of the Board
of County Commissioners. A vice-chairman and secretary shall be
elected by the Committee. A journal of all discussions and actions
shall be maintained. A report of the activities shall be prepared by
the Committee and submitted annually before November 30th, to the
State Senator and the delegation from Prince George's County, with
recommendations for legislation relating to problems encountered by
the Committee.

House Joint Resolution creating a Commission for the study and
review of existing law and the need for additional legislation
concerning the Alcoholic Beverage Laws in Prince George's County.
Whereas, For a period of many years there has been no systematic
study and review of the Alcoholic Beverage Laws in Prince George's
County; and
Whereas, There have been only piece-meal changes of these laws
for a number of years; and
Whereas, A number of court decisions in recent years have
changed the traditional interpretation of several sections of existing
law; and
Whereas, A number of organizations, groups and businesses feel
there are inequities in and a need for revision of these laws; and
Whereas, The social, economic, and legal implications of the
Alcoholic Beverage Laws are a matter of deep concern to the citizenry
and are fundamental factors in the welfare and well-being of the
County and its citizens; now, therefore, be it
Resolved by the General Assembly of Maryland, That (1) a com-
mission is created and constituted to be designated and known as
the Prince George's County Citizens Study Commission on Alcoholic
Beverage Laws; (2) the membership of which commission shall
consist of:
(a) Eleven FOURTEEN members, CONSISTING OF THREE
MEMBERS OF THE BOARD OF LICENSE COMMISSIONERS,
AND one member to be appointed and designated by each member of
