For this reason the General Assembly is requesting a number
of agencies and persons to study procedures for meeting the reduced
rate of military and national defense spending.
The Economic Development Commission while continuing its
efforts to bring new industry to Maryland could also consider
ways and means for easing the impact from these cutbacks in
Maryland.
The several political subdivisions, particularly those in which de-
fense installations have been operating should explore possible
alternative utilization of their plant and manpower facilities.
The local industry and their trade unions should explore methods
of diversification of their facilities and technology.
The Legislative Council could explore whether or not further leg-
islation may be needed to enable communities, industry, labor, uni-
versities and other affected institutions and individuals to adapt
to these changes.
The Economic Development Commission should call upon the re-
sources and the knowledge of the Department of Defense and other
agencies of the Federal Government for assistance in exploring
possibilities of locating in Maryland new, non-defense and scientific
industries and research. Finally it is proposed that the Economic
Development Commission with the collaboration of the Legislative
Council convene a State Conference on Industrial Conversion and
Growth to consider the manifold problems arising from shifts or
reductions in defense outlays.
With the collaboration of all these agencies, industries and per-
sons, the State of Maryland could make an effective and concerted
attack upon the problems of economic recession threatened by the
current cutbacks in the rate of national defense and military ex-
penditures in the State of Maryland; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Eco-
nomic Development Commission is requested to make a study of
the number of workers, industries, businesses, educational institu-
tions and communities directly or indirectly involved in or depend-
ent upon contracts from the Department of Defense and to determine
those programs of economic growth and development which would
take the place of the industries and occupations now receiving
reduced expenditures from the national defense and military pro-
grams of the Federal Government.
