cannot be expected to pursue its financing unless greater interest on
the part of the other counties of the basin is shown; and
Whereas, the experience of Prince George's County under the
Watershed Act has shown that some changes need to be made in it,
specifically that there ought to be a permanent body created to ad-
minister the Watershed Act and to actively encourage its implementa-
tion; and
Whereas, for these purposes it is desirable that a Gubernatorial
Commission be appointed to encourage use of the Watershed Act and
to consider what legislative changes in it are necessary; now there-
fore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to appoint a Commission of interested
persons for the dual purpose of considering means of implementing
the purposes of the Patuxent River Watershed Act of 1961 so that
the river basin will be protected from the effects of pollution and of
proposing a permanent organization to administer the Watershed
Act and to further its purposes of preserving the natural state of the
river basin; and be it further
Resolved, That the Commission is requested to submit its report
and recommendations to the General Assembly prior to the convening
of the 1966 General Assembly; and be it further
Resolved, That the Commission should be composed of at least one
member of the General Assembly from each of the counties lying in
the Basin—Howard, Prince George's, Anne Arundel, Calvert, Mont-
gomery, Charles and St. Mary's—and at least one citizen resident
in each of these counties, with its Chairman designated by the
Governor; and be it further
Resolved, That copies of this Resolution be sent to the Governor
of Maryland, to the Boards of County Commissioners of Howard,
Prince George's, Calvert, Charles and St. Mary's Counties, to the
County Council of Montgomery County, to the County Executive of
Anne Arundel County, to the Chairman of the National-Capital Park
and Planning Commission and to the Director of the State Depart-
ment of Forests and Parks.

House Joint Resolution requesting studies to meet the problem of
reduced national defense expenditures in the State of Maryland.
The members of the General Assembly of Maryland are con-
cerned over the current reductions in the rate of national defense
expenditures in the State of Maryland. This State has been a
heavy participant in military and national defense contracts and
the current cutbacks in these programs are causing economic and
social difficulties.
