1640                            JOINT RESOLUTIONS

report shall be in writing and shall include its detailed findings,
recommendations and a draft of any suggested changes or instru-
ment of government together with such other pertinent matters as
the Commission deems necessary or appropriate. The Commission
shall automatically be discharged on July 1, 1966, without any fur-
ther action being necessary.

E. The Board of County Commissioners is directed to provide the
Commission with such assistance and funds as may be required to
enable the Commission to carry out its duties under this section.

Sec. 2. And be it further enacted, That this Resolution shall take
effect June 1, 1965.

(House Joint Resolution 35)

House Joint Resolution requesting the Governor of Maryland to ap-
point a Commission of persons to consider means of implementing
the purposes of the Patuxent River Watershed Act of 1961 and to
propose a permanent organization to administer the Watershed
Act and preserve the River and its watershed from pollution.

Whereas, a statutory program setting up means to enable the
counties of the State lying in the watershed of the Patuxent River to
protect the river basin from pollution was enacted by the General
Assembly by Chapter 450 of 1961 and is codified as Sections 411A
through 411-U of Article 66C of the Annotated Code; and

Whereas, the procedures of the Watershed Act allowing counties
in the Patuxent Basin to acquire lands or lease lands in order to
prevent flooding, conserve the Basin, prevent sedimentation and
erosion and prevent urban development and encroachment upon the
lands of the Basin is a laudable step in the protection of the natural
condition of the River; and

Whereas, unfortunately only one of the counties lying in the river
basin has to date utilized the procedures of the Act and the funds
which have been supplied by the State to match local funds have
been used solely by Prince George's County under its basin program;
and

Whereas, if the watershed program of conservation is to be com-
prehensive rather than piecemeal, the other counties of the basin must
be encouraged to utilize the procedures for the Watershed Act; and

Whereas, the State of Maryland has shown its faith and interest
in the Watershed Act by supplying matching funds in the General
Construction Loans of 1961, 1963 and 1964 in the aggregate amount
of $750,000 excluding the additional sum of $310,000 which is in-
cluded in the 1965 General Construction Loan now pending before
the General Assembly for the use of the basin counties, but the State
