(4) THE POSITION WHICH THE MONTGOMERY COUNTY
MEMBERS OF THE GENERAL ASSEMBLY SHOULD TAKE
IF THE LEGISLATIVE COUNCIL SHOULD RECOMMEND THE
PASSAGE OF HB 797.
The Commission is directed to limit itself to these enumerated
matters and closely related areas; and be it further
Resolved, That the Montgomery County Board of Education and
the County Council are requested to share in the costs of the neces-
sary expenses for such study; and be it further
Resolved, That any vacancies in the Commission will be filled by
the remaining membership of the Commission; and be it further
Resolved, That the Commission is requested to report its findings
and recommendations to the Senator from Montgomery County, to
the Montgomery County members of the House of Delegates, to the
members of the County Council and the members of Montgomery
County School Board by December 15, 1965, and be it further
Resolved, That copies of this resolution be transmitted by the
Secretary of State to the Senior Resident Judge of the Circuit Court
of Montgomery County, to the President of the Montgomery County
Council, and to the President of the Montgomery County Board of
Education.

(Senate Joint Resolution 21)
Senate Joint Resolution requesting that federal aid to the states for
the elimination of poverty as prescribed by the Economic Op-
portunity Act of 1964 and the State's participation in said pro-
gram be referred to the Taxation and Fiscal Affairs Committee
for study.
Whereas, The Federal Congress has passed the Economic Op-
portunity Act of 1964 to aid states in the elimination of poverty
on a participating basis; and
Whereas, The present local share requirement is 10% and the
Federal Government's participation is 90%, but the ratio is scheduled
to change to a 50-50 basis after August 20, 1966; and
Whereas, The local subdivision of the State scheduled to con-
tribute the 50% to the program after August 20, 1966, are those
areas which are most in need of aid, they also are the areas having
less resources to meet their share of the payment; and
Whereas, The money under this Federal Economic Opportunity
Act is generally to aid low income groups with particular emphasis
in the field of education; and
