Resolved, That the Committee is directed to report to the Governor
and to the members of the General Assembly in time for consideration
of these Interim Proposals at the 1966 Session of the General
Assembly.

(Senate Joint Resolution 19)
Senate Joint Resolution creating a Commission for a study of the
Montgomery County Board of Education with particular reference
to the fiscal relationship between the Board of Education and
the County Council and other agencies; the system of selection
of Board members; and the requirements of membership.
Whereas, Montgomery County has the only elective school board
in Maryland; and
Whereas, The Board of Education and the County Council, also
an elective body, each under Statewide law have certain controls
over the education budget; and
Whereas, the County Council has exclusive control of the set-
ting of local taxes for School Board purposes; and
Whereas, the citizen should clearly understand the responsibility
for tax levies and expenditures; now, therefore, be it AND NOW,
THEREFORE, BE IT
WHEREAS HB 797 WHICH WOULD DRASTICALLY AFFECT
THE COUNTY COUNCIL BOARD OF EDUCATION RELATION-
SHIP HAS BEEN REFERRED TO THE LEGISLATIVE COUN-
CIL FOR STUDY AND RECOMMENDATION DURING 1965;
NOW THEREFORE, BE IT
Resolved by the General Assembly of Maryland, That a Com-
mission is created and constituted, being designated and known
as the Study Commission on Fiscal Relationships, Composition, and
Selection of the Montgomery County Board of Education; and be it
further
Resolved, That the Senior Judge in Residence of the Circuit Court,
Montgomery County, is requested by June 1, 1965, to appoint a
commission consisting of nine citizens of the county to study the
laws governing the Montgomery County Board of Education to
determine if changes are needed with particular reference to:
(1) The fiscal relationship between the Board and Council and
other agencies.
(2) The method of selection of the members of the Montgomery
County Board of Education as it applies to its role as a policy
forming body with reference to such aspects as election or selection
procedure, number elected or designated at one time, area of rep-
resentation, method of filling vacancies, and compensation.
