The General Assembly is requesting the Governor and the Legis-
lative Council to join in appointing and sponsoring a special com-
mission to cooperate on behalf of the State of Maryland in nationwide
projects for beautifying the country.
This subject is an important part of the President's challenging
program for the great society. There are many ways in which the
State of Maryland could and should take part in this vital recom-
mendation.
The problems in any such campaign of beautification are obvious.
Our highways are lined with unrestricted ribbon development. Auto-
mobile junk yards and other unsightly premises frequently mar the
beauty of the countryside. Careless and unnecessary destruction of
trees in natural beauty spots has seriously detracted from nature's
handiwork. In some places careless grading and development have
ruined beautiful suburban and rural scenery.
Accordingly, the Governor is requested to appoint members to this
Commission from and as representative of such agencies as the
State Roads Commission, the State Planning Department, and the
Department of Forests and Parks. The Legislative Council is re-
quested to appoint members to this Commission from and as repre-
sentative of the General Assembly, the County Commissioners'
Association, the League of Maryland Municipalities, garden clubs,
and other civic and community organizations and interests.
This Commission when fully appointed then could meet and give
detailed consideration to problems of beautification in the State of
Maryland and to a program for improving and preserving the natural
beauty of this State; now therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
and the Legislative Council are requested to join in the appointment
and sponsoring of a special commission to cooperate on behalf of the
State of Maryland with federal programs of beautification; and be
it further
Resolved, That this Commission when appointed with the member-
ship suggested in this Resolution is requested to meet and organize
promptly and to do everything in its power to study and make recom-
mendations concerning programs of beautification in this State.

Senate Joint Resolution requesting The Council of State Governments
to study possibilities for a nation-wide educational Compact among
the 50 States of the Union.
The General Assembly of Maryland is requesting The Council of
State Governments to study possibilities for a nation-wide Compact on
the goals and standards of public education, which hopefully could
be adopted in all 50 States of the American Union.
