unless a statement shall have been previously filed with the In-
surance Commission.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 61A be and it is hereby added to Article 48A of
the Annotated Code of Maryland (1964 Replacement Volume), title
"Insurance Code," subheading "Insurers—Authorization and General
Requirements," to follow immediately after Section 61 thereof, and
to read as follows:
No insurer shall decline to issue or renew contracts of insurance
on account of the geographic area within this State wherein is lo-
cated the subject of the risk or the applicant's or insured's address,
unless such insurer shall have previously filed with the commissioner
a written statement designating such geographic area.
61A.
NO INSURER SHALL DECLINE TO ISSUE OR RENEW CON-
TRACTS OF MOTOR VEHICLE INSURANCE SOLELY ON AC-
COUNT OF THE GEOGRAPHIC AREA WITHIN THIS STATE
WHEREIN IS LOCATED THE SUBJECT OF THE RISK OR THE
APPLICANT'S OR INSURED'S ADDRESS, UNLESS SUCH IN-
SURER NOT LESS THAN SIXTY (60) DAYS PREVIOUSLY
SHALL HAVE FILED WITH THE COMMISSIONER A WRITTEN
STATEMENT DESIGNATING SUCH GEOGRAPHIC AREA,
WHICH STATEMENT SHALL BE AN OPEN FILING WITH THE
COMMISSIONER AS A MATTER OF PUBLIC RECORD.
SEC. 2. AND BE IT FURTHER ENACTED, THAT SECTION 1
HEREIN SHALL NOT BE TAKEN TO EFFECT BUSINESS OR
POLICY RISKS ASSIGNED TO INSURERS UNDER THE
ASSIGNED RISK INSURANCE PLAN.
Sec. 2 3. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal Sections 204 through 220, inclusive, of the Charter
and Public Local Laws of Baltimore City (1949 Edition, being
Article 4 of the Code of Public Local Laws of Maryland), title
"Baltimore City," subtitle "Miscellaneous Local Laws," subhead-
ing "Taxicab Bureau," abolishing the Taxicab Bureau and elimi-
nating the rules and regulations heretofore applicable to taxicabs
in Baltimore City and not contained in the Public Service Com-
mission Law of Maryland or regulations thereunder.
