and no allowance or deduction shall be made from the license fee by
reason of dunnaging.

703.

(d) Upon the applicant's oath and upon receipt of application,
the clerk of the circuit court shall issue to said applicant a numbered
license and a piece of canvas bearing the number of the license
painted in red; and for such license and number said applicant shall
pay to said clerk a license fee of [two] four dollars [($2.00)] ($4.00)
per gross ton for every gross ton said boat shall measure; and in
addition thereto shall pay a special fee of fifty cents (50¢) to said
clerk for the issuance of said license. Provided, that the clerk of the
circuit court of Dorchester or Talbot County shall not issue a license
to said applicant until the applicant proves to the satisfaction of
said clerk that he or she has been a bona fide resident of the county
in which he or she applies for the license for at least twelve (12)
months immediately prior to the date he or she applies for the license.
Provided also, that before any such license shall be issued by the
said clerk, the applicant shall prove to the satisfaction of the said
clerk that the captain or master of the applicant's boat is a resident
of said county for at least twelve (12) months immediately prior to
the application for such license.

(E) ALL MONEYS RECEIVED FROM LICENSES FOR
DREDGING IN COUNTY WATERS, EXCEPT THE CLERK'S
FEE, SHALL BE DEPOSITED INTO GENERAL FUNDS.

705 A.

(a) Any person engaged in the business of buying oysters from
any person catching or taking oysters from natural oyster bars in
the State shall secure from the Department an annual oyster buyer's
license. The annual fee for issuance of the license shall be fifty
dollars ($50.00). In addition to the fee above, each boat, vessel or
vehicle used by a licensed oyster buyer in purchasing oysters shall
be licensed annually at a fee of five dollars ($5.00) for each such boat,
vessel or vehicle. A metal plate or tag carrying the number of the
license shall be issued by the Department for each boat, vessel or
vehicle licensed which shall be attached securely to the boat, vessel
or vehicle for which it is issued. The licenses provided for herein
shall be effective for the period beginning on September 1 of the year
in which issued and shall expire on August 31 of the year following
issuance. Licensing is not required hereunder of any person, or any
boat, vessel or vehicle used by such person, purchasing or buying less
than twenty-five bushels of oysters during any license year.

(b) All monies received by the Comptroller of the Treasury,
under the provisions of this section, shall be credited to a fund to be

known as the "Oyster Development Fund." The monies in the Fund

shall be used by the Natural Resources Institute of the University of
Maryland for the promotion and development of the oyster industry

of the State.

Sec. 2. And be it further enacted. That this Act shall take effect
June 1, 1965.
