This section shall not apply in the case of a private kindergarten
or nursery school.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 829
(House Bill 1016)

AN ACT to add new Section 214A to the Code of Public Local Laws
of Harford County (1957 Edition, being Article 13 of the Code of
Public Local Laws of Maryland), title "Harford County," subtitle
"County Commissioners," to follow immediately after Section 214
thereof; empowering the County Commissioners of Harford County
to regulate and license peddlers and solicitors by uniform
ordinance.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 214A be and it is hereby added to the Code of
Public Local Laws of Harford County (1957 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County," subtitle "County Commissioners," to follow immediately
after Section 214 thereof, and to read as follows:

214A.

The County Commissioners of Harford County shall have the
power to license and regulate peddlers and solicitors, by ordinance,
in the interest of the public health, safety, or morals. For purposes
of this section "peddlers" and "solicitors" shall include any persons
who go or stand on the streets or highways, or who go from house
to house, to hawk, vend, sell, or take orders for any wares, merchan-
dise, or anything of value. Such ordinance or ordinances of the
County Commissioners may apply within as well as without the
limits of incorporated towns and cities. , and may supersede town or
city ordinances wholly, or to the extent of inconsistency.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provision or application, and to this end,
all the provisions of this Act are hereby declared to be severable.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1965.
