CHAPTER 830
(House Bill 1033)
AN ACT to repeal and re-enact, with amendments, Section 28 of
Article 48A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Insurance Code," subtitle "2. Insurance De-
partment and Insurance Commissioner," to require the Commis-
sioner to consult the Attorney General to determine if the testimony
requested by the Commissioner shall or shall not be useable against
the producing or testifying person in any criminal action or pro-
ceeding.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 28 of Article 48A of the Annotated Code of Maryland
(1964 Replacement Volume), title "Insurance Code," subtitle "2. In-
surance Department and Insurance Commissioner," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
28.
No person shall be excused from attending and testifying or pro-
ducing any evidence upon any examination, investigation, or hearing
conducted by or under authority of the Commissioner, on the ground
that his testimony or the evidence required of him may tend to in-
criminate him or subject him to a penalty of forfeiture. [No]
Before any such person is required or permitted to testify or produce
evidence, the Commissioner shall consult with the Attorney General
and with his consent no person shall be prosecuted or punished in
any criminal action or proceeding for or on account of any act, trans-
action, matter or thing concerning which he is so compelled to pro-
duce evidence or to testify under oath, except for perjury committed
in such testimony.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to add new Section 22A to the Code of Public Local Laws
of Somerset County (1963 Edition, being Article 20 of the Code
of Public Local Laws of Maryland), title "Somerset County," sub-
title "County Commissioners," to follow immediately after Section
22 thereof, to authorize the County Commissioners of Somerset
County to provide a system of pensions and benefits for county
employees not included under any pension system, and to pay for
the cost of such a system AND TO INVESTIGATE THE RELA-
TIVE BENEFITS AND COSTS OF PENSION SYSTEMS.
Section 1. Be it enacted by the General Assembly of Maryland,
