and restrictive provision of the law requiring the establishment of
a Bureau of Child Welfare within the State Department of Public
Welfare.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4 of Article 88A of the Annotated Code of Maryland
(1964 Replacement Volume), title "State Department of Public Wel-
fare," subtitle "In General," be and it is hereby repealed.

There shall be a Bureau of Child Welfare in the State Department
of Public Welfare, having responsibility for insuring proper stand-
ards of child care for all children in need thereof, and a division of
institutions within said Bureau. The personnel of the Bureau shall
be appointed by the Director of Public Welfare in accordance with
the provisions of Article 64A of the Code, provided, however, that
the appointment of the head of the Bureau shall be subject to the
approval of the Board of Public Welfare. The head of the Bureau
shall be a person thoroughly qualified by experience and training in
the field of child welfare, who shall be responsible to the Director
of Public Welfare, and shall be paid such salary as may be fixed
from time to time in the budget. Said Bureau shall have a staff
adequate for the performance of its duties, and to insure State-wide
supervision and control in said field.]
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

(House Bill 824)
AN ACT to terminate the use of the Victor Cullen State Hospital as
a tuberculosis hospital and to transfer its facilities from the State
Department of Health to the State Department of Public Welfare
and to add a new Section 38A to Article 88A of the Annotated
Code of Maryland (1964 Replacement Volume) title "State De-
partment of Public Welfare," subtitle "Training Schools for De-
linquent Children," to follow immediately after Section 38 thereof,
authorizing the State Department of Public Welfare to establish,
maintain and operate a training school for male minors to be
known as the "Victor Cullen School" making provision for an
Advisory Board thereof, and providing that certain credits, ap-
propriations, assets and properties of the Victor Cullen State
Hospital shall be turned over to the Victor Cullen School, removing
references from State laws to the institution known as Victor Cullen
State Hospital, and also providing for payments and tax levies by
the several counties of Baltimore City, and authorizing transfer
of inmates to forestry camps.
