and it is hereby abolished and its facilities are hereby transferred
from the Department of Health to the State Department of Public
Welfare.

Sec. 2. And be it further enacted, That any appropriations and
credits on the books or records of the State designated for the use
of the Victor Cullen State Hospital are transferred to and may be
used by the Victor Cullen School as long as the transfer and use
are within the general purposes of the original appropriation and
all assets and properties of the Victor Cullen State Hospital are
transferred to and for the general purposes of the Victor Cullen
School. All references to the Victor Cullen State Hospital in the
laws, rules and regulations, books or accounts, ordinances and reso-
lutions of this State and of the several political subdivisions thereof
are changed to and hereafter are to be construed as references to
the Victor Cullen School.

Sec. 3. And be it further enacted, That a new Section 38A be
and it is hereby added to Article 88A of the Annotated Code of
Maryland (1964 Replacement Volume) to follow immediately after-
Section 38 thereof, and to read as follows:

38 A.

The State Department of Public Welfare, within the annual ap-
propriations of the Legislature therefor, may establish, maintain
and operate the facility to be known as the "Victor Cullen School"
for the care and rehabilitation of male minors who may hereafter
be committed thereto under the laws of this State. The supervision,
direction, control and general management of the institution shall
be exercised by the State Department of Public Welfare. Said de-
partment shall by rules and regulations establish standards of care,
policies of admission, transfer, discharge and after-care supervision,
and from time to time order such changes in the policies, conduct
or management of said institution as may seem desirable. The de-
partment may transfer inmates of the Victor Cullen School to forestry
camps under the provisions of Section 39 of this Article.

(a)    There shall be an Advisory Board to the Victor Cullen School,
to be composed of nine members appointed by the Governor. Of the
members first appointed, three shall be appointed for terms of two
years each, three shall be appointed for terms of four years each,
and three shall be appointed for terms of six years each. Vacancies
shall be filled by the Governor for the unexpired term. As the terms
of any said members expire, the vacancies shall be filled by the Gov-
ernor for a term of six years each. Upon the expiration of a six
year term, the appointee shall be eligible for reappointment. At-
tendance of members of the board, is in accordance with the provisions
of Section 4 of Article 41 of the Annotated Code of Maryland (1964.
Supplement).

(b)     The Advisory Board of the Victor Cullen School shall advise
with the superintendent thereof and the State Department of Public
Welfare in matters pertaining to the institution. The board shall
hold meetings as often as necessary, not less than four times a year,
and shall participate in interpreting the objectives of such institution
to the public, and in planning for the development and utilization
of all available resources for the promotion of the needs of the in-
