agencies and officers of the government of this State are authorized
generally to cooperate with said Commission.
Filing of documents as required by Article III (j) of the compact
shall be with the Secretary of State and the Department of Legisla-
tive Reference. Any and all notices required by Commission bylaws to
be given pursuant to Article III (j) of the compact shall be given to
the commissioner of this State, and his alternate, if any.
No action or proceeding with respect to any rule, regulation or
code recommended by the Vehicle Equipment Safety Commission and
adopted pursuant to the compact and this sub-title shall be heard or
determined by any court of this State until such rule, regulation or
code has taken effect pursuant to the compact and this sub-title, ex-
cept that any declination to adopt a rule, regulation or code pursuant
to Article V (g) of the compact and any finding of the commissioner
with respect to such declination may be reviewed in accordance with
the provisions of Sections 255 and 256 of the Administrative Proce-
dure Act.

Pursuant to Article VI (a) of the compact, the Vehicle Equipment
Safety Commission shall submit its budgets to the Department of
Budget and Procurement.

Pursuant to Article VI (e) of the compact, the State auditor is
hereby empowered and authorized to inspect the accounts of the
Vehicle Equipment Safety Commission.
427.
The penalties provided in Section 4 of Article 19A of this Code, as
amended from time to time, shall be applicable to the conduct pro-
hibited by Article VII of the compact and rules made pursuant
thereto.
428.
The term "executive head" as used in Article IX (b) of the compact
shall, with reference to this State, mean the Governor.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
