the Vehicle Equipment Safety Compact provides a just, equitable and
orderly means of promoting the public safety in the manner and
within the scope contemplated by this sub-title.

The provisions of this Article prescribing motor vehicle require-
ments, especially but not solely, the provisions of Sections 272 through
302, inclusive, of this Article, as amended from time to time, shall
continue to be of force and effect only until superseded by a rule,
regulation or code adopted pursuant to the Vehicle Equipment Safety
Compact and as provided in Section 4-19 of this sub-title. Any such
rule, regulation or code shall specify the provision or provisions of
existing statute being superseded in accordance with and as required
by this sub-title. Any such provision or provisions are hereby re-
pealed, effective on the date when the rule, regulation or code super-
seding such provision or provisions becomes effective pursuant to the
Vehicle Equipment Safety Compact and as provided in Section 419
of this sub-title.

A rule, regulation or code recommended by the Vehicle Equipment
Safety Commission shall take effect in this State upon approval
thereof by the General Assembly. Such approval shall be deemed to
have been given if the commissioner shall have adopted such rule,
regulation or code in the manner provided by Article V (f) and (g)
and the General Aseembly
ASSEMBLY has not, prior to the end of
its next regular session after approval thereof of any rule, regulation
or code, disapproved such rule, regulation or code.

The commissioner of this State on the Vehicle Equipment Safety
Commission shall be the Commissioner of Motor Vehicles who shall
serve during his continuance as such officer. The Commissioner of
this State appointed pursuant to this section may designate an alter-
nate from among the officers and employees of his agency to serve
in his place and stead on the Vehicle Equipment Safety Commission.
Subject to the provisions of the compact and bylaws of the Vehicle
Equipment Safety Commission, the authority and responsibilities of
such alternate shall be as determined by the commissioner designat-
ing such alternate.

421.

The Board of Trustees of the State Employees' Retirement System
may make an agreement with the Vehicle Equipment Safety Com-
mission for the coverage of said Commission's employees pursuant to
Article III (f) of the compact. Any such agreement, as nearly as may
be, shall provide for arrangements similar to those available to the
employees of this State and shall be subject to amendment or termina-
tion in accordance with its terms.

Within appropriations available therefor, the departments, agencies
and officers of the government of this State may cooperate with and
assist the Vehicle Equipment Safety Commission within the scope
contemplated by Article HI (h) of the compact. The departments,
