assistance of the Attorney General, shall do such things as are neces-
sary and proper to enforce the obligation of the bond [.]; provided,
however, that no court action shall be instituted by the Attorney Gen-
eral in the name of the State or the State Scholarship Board to en-
force the obligation of such bond without the prior approval of the
Board, which approval the Board, within its sole discretion, may
withhold.

The State Scholarship Board shall be empowered to collect the
moneys due on said bond obligations. At the end of each fiscal year,
any funds so collected shall be paid over to the general funds of the
State Treasury.

284B.

Notwithstanding any other provision of this sub-title or elsewhere
in this article, whenever there is a requirement in any provision of
this sub-title or elsewhere in this article that an applicant awarded
a scholarship shall give a bond to teach in the public schools of this
State for a specified time, all bonds required of such scholarship
applicants or appointees, hereafter given, shall be in such amount and
with such security as may be approved by the State Scholarship
Board and
shall contain a provision or condition to the effect that
within five years after leaving the educational institution to which the
appointee is awarded a scholarship, excluding a maximum of four
years in military service, he or she will teach in the public schools
of the State for not less than two years.

Sec. 8. And be it further enacted, That sub-section (e) of Section
284H of Article 77 of the Code, title "Public Education", sub-title
"Chapter 27A. State Scholarship Board", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

284H.

(e) Any applicant certified for a scholarship in education may
place the certification for the next ensuing scholastic year with any
one of the several eligible institutions as defined in sub-section (b)
of this section. The institution at its discretion may reject the
applicant according to its admission standards, or if he appears by
reason of character, temperament or other cause to be of unsatis-
factory potential as a teacher in the public school system of this
State. Provided, however, that the financial need of the applicant
meets the requirements therefor determined by uniform rules and
regulations adopted and promulgated by the State Scholarship Board,
which shall be so prepared and applied as to assure that definite
financial need shall be a prerequisite to receiving a scholarship under
the provisions of this section. Provided, further, that no student shall
receive a scholarship under the provisions of this section who also
receives a scholarship under the provisions of any other section of
this article.
Once appointed to a scholarship and accepted by one of
the eligible institutions, the applicant may hold it for four years
subject to the following conditions: (1) that he give bond to the
State of Maryland, according to the provisions of Section 284B of
this article,
[in such amount and with such security as may be
approved by the State Scholarship Board] that he will teach in the
public schools of this State for not less than two years after leaving
the eligible institution, (2) that he be enrolled in the institution's
