curriculum leading to a teacher's certificate in the public school
system of Maryland, (3) that in the judgment of the institution in
which he is enrolled he is making satisfactory progress toward
graduation, and (4) that in the judgment of the institution his
character, temperament and deportment be of satisfactory potential
for a teacher in the public schools of Maryland.

Sec. 9. And be it further enacted, On or before September 1,
1965, any scholarship affected by this Act, that was available for the
academic year 1965-66 by law prior to the enactment of this Act, may
be awarded under such prior law as if this Act had not been enacted.
Any student who has received or who, on or before September 1,1965,
will receive any scholarship affected by this Act shall not be deprived
of said scholarship by reason of the enactment of this Act, but shall
be entitled to continue to hold said scholarship according to the
original terms and conditions thereof as if this Act had not been
enacted.

Sec. 10. And be it further enacted, Notwithstanding any other
provision contained in this Act, no full scholarship for tuition, room
and board shall be awarded from a senatorial district of the State to
St. Mary's College of Maryland, Hood College, The Johns Hopkins
University, Washington College, Western Maryland College, Morgan
State College, or Charlotte Hall School, as the case may be, under
the terms of this Act unless and until all full scholarships for tuition,
room and board awarded from said senatorial district to St. Mary's
College of Maryland, Hood College, The Johns Hopkins University,
Washington College, Western Maryland College, Morgan State Col-
lege, or Charlotte Hall School, as the case may be, under any prior
law affected by this Act shall have expired.

SEC. 11. And be it further enacted, Notwithstanding any other
provision contained in this Act, no scholarship for tuition only shall
be awarded from a senatorial district of the State to St. John's Col-
lege of Annapolis, Peabody Institute, Maryland Institute, Washington
College, or Maryland State College at Princess Anne, as the case
may be, under the terms of this Act unless and until all scholarships
for tuition only awarded from said senatorial district to St. John's
College of Annapolis, Peabody Institute, Maryland Institute, Wash-
ington College, or Maryland State College at Princess Anne, as the
case may be, under any prior law affected by this Act shall have
expired.

Sec. 12. And be it further enacted, That this Act shall take effect
as of June 1, 1965.
