their appointments, shall take into consideration the financial needs
of the several applicants as determined by the State Scholarship
Board in accordance with the uniform rules and regulations adopted
and promulgated by that Board, which shall be so prepared and
applied as to assure that definite financial need shall be a prerequisite
to receiving a scholarship under the provisions of this section. Once
appointed to receive a scholarship according to the provisions of this
section, a student shall be entitled to hold said scholarship for four
academic years, except as otherwise provided elsewhere in this
section; provided that he becomes and remains enrolled in the insti-
tution to which the scholarship is provided in a full-time (minimum
12 semester hours) program of undergraduate study leading to the
granting of a degree; and provided, further, that after his original
appointment he continues to be a resident of the State.
(e) If no qualified applicant shall have been appointed to receive
a scholarship to be awarded according to the provisions of this
section, the appointing authority concerned may, at his discretion,
appoint to said vacant scholarship a person who, at the time of the
examination referred to in sub-section (d) of this section, resided in
a senatorial district of the State other than that for which the schol-
arship is provided; provided that said person must otherwise fulfill
the requirements established for appointment under the provisions
of this section. A person appointed under the terms of this sub-
section shall be entitled to receive the scholarship only for one
academic year, but shall not thereby be prevented from receiving a
subsequent appointment, according to the provisions of this section,
which subsequent appointment shall be for a total of not more than
three academic years.
(f) The value of any scholarship to be awarded according to the
provisions of this section EXCEPT SCHOLARSHIPS AWARDED
TO MARYLAND STATE COLLEGE AT PRINCESS ANNE, MOR-
GAN STATE COLLEGE, ST. MARY'S COLLEGE OF MARY-
LAND, AND THE UNIVERSITY OF MARYLAND may, at the dis-
cretion of the appointing authority and only at the time of the
original appointment, be divided among two or more recipients so
as to be awarded in amounts of not less than five hundred dollars
($500) or one-half the regular charge for annual tuition at the insti-
tution to which the scholarship is provided, whichever is the lesser
amount. Each recipient of a scholarship thus divided shall be ap-
pointed according to the provisions of this section and each shall
fulfill any conditions attached thereto; EXCEPT THAT THE RE-
CIPIENT OF A DIVIDED SCHOLARSHIP IS SPECIFICALLY
EXEMPT FROM ANY BOND OR OTHER REQUIREMENT THAT
HE OR SHE WILL TEACH FOR A STATED PERIOD IN THE
PUBLIC SCHOOLS OF THE STATE by the law or by regulations
adopted pursuant thereto.
(g) Funds for the granting of all scholarships to be awarded
according to the provisions of this section EXCEPT SCHOLAR-
SHIPS AWARDED TO MARYLAND STATE COLLEGE AT
PRINCESS ANNE, MORGAN STATE COLLEGE, ST. MARY'S
COLLEGE OF MARYLAND AND THE UNIVERSITY OF MARY-
LAND shall be placed in the Budget from year to year, to be admin-
istered by the State Scholarship Board. Payments for scholarships
shall be made to the respective institutions by the State Scholarship
Board (1) upon receipt from the respective appointing authorities of
