certification of the appointments of qualified applicants to receive
authorized and vacant scholarships and (2) upon receipt from the
respective institutions of certification of the enrollment of said ap-
pointed applicants. Payments to the respective institutions shall be
determined as to amount according to the regular charges of the
respective institutions applicable for Maryland students enrolled in
the same program as the respective scholarship holders for tuition,
room and board, or whichever of these charges shall be provided by
the scholarships. Provided that, in the event an institution has vary-
ing charges for room or board, the payments to such institution for
the room or board, as the case may be, of any student at such institu-
tion receiving a scholarship under this article for room and board
shall be in an amount equal to the charges of such institution to other
students receiving room or board, as the case may be, identical or
comparable to that provided for said student any funds remaining
unused at the end of any fiscal year shall revert to the general funds
of the State Treasury.

(h) If the recipient of any scholarship awarded according to the
provisions of this section shall withdraw from the institution to
which the scholarship is provided, or shall otherwise cease to fulfill
the requirements entitling him to receive the benefits of the scholar-
ship, during the course of an academic year, the State shall be
entitled to receive from the institution a pro rata refund according
to the policy of the institution with respect to refunds to students in
the event of withdrawal. Such refund shall be made to the State
Scholarship Board, which shall immediately notify the appointing
authority concerned. Said appointing authority shall then be entitled
to make an interim appointment, in accordance with the provisions
of this article, except those requiring an examination; the person so
appointed shall be entitled to receive the unused portion of the
scholarship only for the remainder of that scholastic year, but shall
not thereby be prevented from receiving subsequent appointments
according to the provisions of this article, including those requiring
an examination.

Sec. 3. And be it further enacted, That new Sections 265A, 265B,
265C, 265D, and 265E be and they are hereby added to Article 77
of the Code, title "Public Education", sub-title "Chapter 27. Free
Scholarships", said new Sections to follow immediately after Section
265 thereof and to read as follows:

265A.

There is hereby established a program of State scholarships for
students enrolled in the College of Notre Dame of Maryland.

(a)  Beginning for the academic year 1966-67 and thereafter, one
student from each senatorial district of the State, appointed according
to the provisions of Section 282 of this article, shall be educated by
the College free of charge for tuition, room and board. Each student
accepting such an appointment shall pursue a course of study at the
College leading to a regular teacher's certificate in the public school
system of Maryland, and shall give bond to the State of Maryland,
according to the provisions of Section 284B of this article, that she
will teach in the public schools of this State for not less than two years.

(b)  Beginning for the academic year 1967-68 and thereafter, one
student from each senatorial district of the State, appointed accord-
