(b) To review proposals and petitions for the establishment of
waterways improvement districts and to report to the governing
body on each proposed district as provided in Section 12C.
(c) To provide engineering design for waterways projects, and
to supervise, or provide supervision for, projects within waterways
improvement districts SUCH PROJECTS.
(d) To maintain markers and buoys in channels and harbors in
the State within waterways improvement districts.
(e) (D) To clear debris, aquatic vegetation and obstruction from
navigable waters of the State within waterways improvement dis-
(f) (E) To provide liaison with the United States Army Corps of
Engineers on projects within waterways improvement districts under
Section 107 of the Rivers and Harbors Act.
(g) (F) To prepare requests for appropriation of funds necessary
to pay the State's share of the cost of projects within waterways im-
provement districts.
12F.
(a) All funds received into the Waterways Improvement Fund
created by Section 4F 4E of this Article shall be used, with the ex-
ception of the sum specified under Section 12G (b) herein for boating
safety and education, solely for the following projects.
(b) Marking of channels and harbors not within the scope of
operations of the United States Coast Guard.
(c) Clearing of debris, aquatic vegetation and obstructions from
navigable waters of the State.
(d) Dredging of channels and harbors not within the scope of
operations of the United States Army Corps of Engineers.
(e) Construction of marine facilities beneficial to the boating
public not within the scope of operations of the Maryland Port
Authority.
12G.
(a) Projects within waterways improvement districts for marking
of channels and harbors, and clearing of debris, aquatic vegetation,
and obstructions in navigable waters shall be financed solely by the
State of Maryland.
(b) Projects within waterways improvement districts for dredging
of channels and harbors, and construction of marine facilities bene-
ficial to the boating public shall be financed jointly by the governing
body and the State of Maryland. The contribution of the State of
Maryland shall be limited to not more than fifty per centum (50%)
of the cost of each project, exclusive of any available Federal or
governmental funds.
(c) The governing body shall provide for payment of its share
of matching projects under subsection (b) either:
(1) By means of appropriations from general funds, or
