authorized by resolution of the Board of Public Works to be issued,
and the governing bodies of each of the counties and Baltimore City
will forthwith levy and collect such a tax at such a rate.

Sec. 7. And be it further enacted, That all matters committed by
this act to the discretion of the Board of Public Works are deter-
mined by a majority of said Board.

Sec. 8. And be it further enacted, That it is the legislative inten-
tion to provide financial assistance for capital expenses which may
be incurred after the effective date of this act (EXCEPT AS
OTHERWISE PROVIDED IN PARAGRAPH 2 (D) OF SECTION
5) in the acquisition of land and the construction of area vocational
schools.

Sec. 9. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 741
(Senate Bill 233)

AN ACT to repeal and re-enact, with amendments, Section 148 (b)
of Article 77 of the Annotated Code of Maryland (1964 Supple-
ment), title "Public Education", sub-title "Chapter 12. County
Superintendent of Schools", generally amending the provisions
concerning the compensation of County Superintendents of Schools.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 148 (b) of Article 77 of the Annotated Code of Mary-
land (1964 Supplement), title "Public Education", sub-title "Chapter
12. County Superintendent of Schools", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

148.

(b) All county superintendents of schools shall be paid, beginning
with the school year 1961-1962 on the basis of the salaries hereinafter
specified. The salary of the county superintendent of schools shall
not be diminished during his term of office. The county superintendent
of schools shall devote his entire time to public school business and
shall receive such compensation as the county board of education
shall direct, subject to the approval of the board of county commis-
sioners or of the county council; provided that during the first year
of a county superintendent's service as such in the State of Maryland
he shall receive an annual salary of not less than [ten thousand
dollars ($10,000)] sixteen thousand dollars ($16,000); FOURTEEN
THOUSAND DOLLARS ($14,000); during his second year in the
State of Maryland, his annual salary shall be not less than [eleven
thousand dollars ($11,000)] seventeen thousand dollars ($17,000);
FIFTEEN THOUSAND DOLLARS ($15,000); during his third year
of such service in the State of Maryland, his annual salary shall be
