the terms and conditions of this act, the county commissioners,
county council, or the Mayor and City Council of Baltimore, thereof
shall file a petition with the State Board of Education, with such
information as the State Board of Education shall require, together
with complete plans for each project for which financial assistance
is desired.
(b) Upon receipt of the petition, the State Board of Education
shall make a written finding of fact addressed to the Board of Public
Works, in the form of a recommendation to that Board advising it
which of the requests for financial assistance made by any of the
counties or by the City of Baltimore, should be allowed and which
should be denied. In making the finding of fact, the State Board of
Education, will at the request of the Board of Public Works, deter-
mine a priority of need for area vocational schools as between any
one or more counties in the State and the City of Baltimore. No
grant of financial assistance is allowed until such grant has been
finally ratified and approved by the Board of Public Works, which
certifies the allocation of State funds to the Treasurer of the State,
who makes them available to the county or city when needed for
construction of the project. The decision of the Board of Public
Works in this regard is made in such form as the Board deems
advisable.
(c) The amount of financial assistance granted to any of the
counties or the City of Baltimore under the terms and conditions of
this act shall be fifty per cent (50%) of the total cost of the project
or an amount equal to the percentage of the cost of the project that
a county or Baltimore City received from State funds for operating
its minimum current expense program in the school year immedi-
ately preceding the submission of its application, whichever is the
greater. Any Federal funds shall be counted as county or Baltimore
City funds in administering the provisions of this act.
(d) For the purposes of this act, an area vocational school shall
be a school that provides vocational education for no less than five
different occupational fields on either a secondary level, a post-
secondary level, or any combination of both levels. It may be either
a new building on a new site, an addition or annex to an already
existing high school or junior college, or the renovation and equipping
of an existing facility.; AND ANY SUCH BUILDING PLACED
UNDER CONTRACT WITHIN SIX MONTHS PRIOR TO THE
EFFECTIVE DATE OF THIS ACT, AND WHICH WOULD
QUALIFY HEREUNDER EXCEPT FOR THAT FACT, SHALL
BE INCLUDED FOR THE PURPOSES OF THIS ACT.
Sec. 6. And be it further enacted, That until all of the interest
on and principals PRINCIPAL of any certificates issued under this
act are paid in full, there is hereby levied and imposed an annual
State tax on each One Hundred Dollars ($100.00) of assessable
property at the rate to be determined in the following manner: On
or before May 1, 1966, and on or before May 1st of each calendar
year thereafter, the Board of Public Works certifies to the govern-
ing bodies of each of the counties and of Baltimore City the rate of
State tax on each One Hundred Dollars ($100.00) of assessable prop-
erty necessary to produce revenue to meet all interest and principal
which will be payable to the close of the next ensuing calendar
