and repair any electric wires or conductors, etc.; provided, however,
that [noting] nothing in this sub-title shall apply to any firm or
corporation, if the person managing and in charge of the electrical
work for said firm or corporation is a master electrician licensed
under this sub-title.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

(Senate Bill 114)
AN ACT to repeal and re-enact, with amendments, Sections 454(b)
and 460 of the Code of Public Local Laws of Harford County,
(1957 Edition), being Article 13 of the Code of Public Local Laws
of Maryland, title "Harford County", sub-title "Sheriff"; and to
repeal Section 460A of said Article and sub-title as enacted by
Chapter 536 of the Acts of 1961, amending the local laws of Har-
ford County in order to remove obsolete references to the salary
and expenses of the sheriff of Harford County and also to correct
the laws relating to the members of the Harford County Police
Commission.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 454(b) and 460 of the Code of Public Local Laws of
Harford County, (1957 Edition), being Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County", sub-title
"Sheriff", be and they are repealed and re-enacted, with amendments;
and that Section 460A of said Article and sub-title as enacted by
Chapter 536 of the Acts of 1961, be and it is hereby repealed, and all
to read as follows:
454.
(b) All surplus funds remaining in the Sheriff's hands at the end
of each year over and above his salary [of Three Thousand Dollars
per year,] and salaries of deputies and other expenses of his office
as may be approved by the said Commissioners and for the feeding
and care of prisoners, shall be paid over by the said Sheriff to the
said County Commissioners, to be used for County purposes; and the
said County Commissioners shall have the right at any time to ex-
amine and audit the books and accounts of the said Sheriff.
460. There shall be a Harford County Police Commission consist-
ing of four members who shall serve without compensation. The
Sheriff of Harford County shall be a member ex officio and serve as
Chairman of said Commission. The Mayor and City Council of Havre
de Grace, the [Town] Commissioners of Aberdeen and the Town
[Commissioners] of Bel Air shall each appoint one member of said
Commission. The Police Commission shall meet at least once in every
three months at a time and place to be designated by the Sheriff of
Harford County. The Police Commission shall make recommendations
