EACH PROJECT WHICH WILL INCLUDE A PRESENTATION
OF APPROPRIATE FACTS JUSTIFYING SUCH PROPOSED
CONSTRUCTION; AND (6) THE ESTIMATED COST OF EACH
CONSTRUCTION ITEM IN the program. Any MATERIAL change
in the finally adopted five-year program, excluding only normal devi-
ations from the listed estimated costs shall require an amendment
of the program in accordance with the provisions of this section. For
the purposes of this section, the five-year projected program of major
extensions of sewer and water facilities shall include sewer mains
of twelve
FIFTEEN inches or over, water mains of ten SIXTEEN
inches or over, sewage or water pumping stations, forced mains,
storage and other major facilities,
and any of the foregoing specifi-
cally enumerated facilities which have been previously approved and

adopted, but which have not been put under contract at the time of

the preparation of each program. THE PROGRAM SHALL INDI-
CATE, BY PROJECT, THOSE LINES FOR WHICH CONSTRUC-
TION CONTRIBUTIONS HAVE BEEN MADE OR COMMITTED,
TOGETHER WITH THE AMOUNTS OF SUCH CONTRIBU-
TIONS, AS OF THE DATE OF THE PREPARATIONS OF THE
PROPOSED PROGRAM. Each program shall be available to public
view and inspection at the Commission offices and a sufficient
REASONABLE number of copies shall be made available AT COST
to satisfy all reasonable requests therefor.

(b) Recommendations of Park and Planning Commission.
[Thirty] Sixty FIFTY or more days before the required adoption
date of its annual five-year sewer and water construction pro-
grants] , the Commission shall transmit to the Maryland-National
Capital Park and Planning Commission its proposed program[s] ,
[including dates of construction priority and estimated cost of the
projects included therein,] along with a general statement in expla-
nation of such proposed program[s], and the Sanitary Commission
shall not thereafter adopt its final construction program for the
ensuing five years until it shall have received from said Park and
Planning Commission its comment and recommendations on the
proposed program[s and priorities] or until [thirty] forty TWEN-
TY-FIVE days shall have passed, whichever shall be sooner. If said
Park and Planning Commission shall recommend any changes or
deletions in the proposed program[s], it shall state its reasons there-
for, in writing, and the Sanitary Commission shall re-examine its
proposed program[s] and give due weight to the recommendations
of said Park and Planning Commission before [making] final adop-
tion of the program[s], it being the intent of the General Assembly
that the two Commissions shall make every reasonable effort to
reach agreement with respect to the program[s] required by this
section, but that the Sanitary Commission's right to make the final
decision in the event of disagreement shall not be impaired, except
as hereinafter provided. When such agreement cannot be reached, the

Sanitary Commission shall state, in writing, the reasons for not

accepting the Park and Planning Commission's recommendations.
If the Sanitary Commission shall propose a resolution amending any
duly adopted construction program [or schedule of priorities], in
accordance with this section, such proposed resolution shall, before
final adoption, be transmitted, along with a statement of explanation,
to the said Park and Planning Commission and the same procedures
shall be followed as set forth [above] herein for the five-year pro-
gram[s] and annual revisions thereof.
