SECTION 1. Be it enacted by the General Assembly of Maryland,
That Chapter 779 of the Acts of 1959, as amended by Chapter 322
of the Acts of 1963, being Section 83-96 of the Code of Public Local
Laws of Prince George's County (1963 Edition, being Article 17 of
the Code of Public Local Laws of Maryland), title "Prince George's
County", sub-title "Washington Suburban Sanitary District", and
Section 73-78 of the Montgomery County Code—1960 (being Article
16 of the Code of Public Local Laws of Maryland), title "Mont-
gomery County", sub-title "Chapter 73. Washington Suburban Sani-
tary District", be and they are hereby repealed and re-enacted, with
amendments, to read as follows:

83-96 (73-78). Five-year program of major extensions.

(a) Adoption. The Commission is hereby directed to adopt on
or before October 1, 1959, a five-year projected program of major
extensions of sewer and water facilities in the Sanitary District and
in such other areas within Montgomery and Prince George's County
as the Commission may deem appropriate for inclusion within the
Sanitary District within the next five years, and to revise and bring
up to date on or before every first day of October thereafter such
program by the addition [thereto of additional projects to be added
to such extension program, and such program and annual revisions
thereof shall set forth the order of construction priority and esti-
mated cost of each project included therein.;] , deletion, modification,
or rescheduling of projects, and such program, including the
annual
revisions thereof
, shall set forth the following information concern-
ing each proposed project: (1) the diameter, length, and location of

water and sewer lines; (2) the capacity, location, and elevation of
pumping stations (3) the maximum population which could be

served by each construction item; (4) the maximum area limits

which could be served by gravity systems for each (sewerage system
construction item; (5) the demonstrated need for each project which
will include a presentation of appropriate facts and figures justify-
ing such proposed construction; (6) the time schedule of all con-

struction items by year of construction; and (7) the estimated cost
of each construction item.
Said Commission shall thereafter adhere
to and follow such program [in the priority] so established for the
extension of its facilities and shall not deviate or depart from [such
order of priority until and unless said Commission by resolution
shall determine and declare that, for the immediate preservation of
the public health and safety, it is necessary to change the order of
priority and to direct the extension of such facilities without regard
to the order of priority previously established, and except as other-
wise required by this section.] IN MONTGOMERY COUNTY THE
PROPOSED PROGRAM SHALL CONTAIN THE ADDITION, DE-
LETION, MODIFICATION, OR RESCHEDULING OF PROJECTS
AND SUCH PROGRAM, INCLUDING THE ANNUAL REVI-
SIONS THEREOF, SHALL SET FORTH THE FOLLOWING IN-
FORMATION CONCERNING EACH PROPOSED PROJECT: (1)
THE ESTIMATED MAXIMUM DIAMETER, LENGTH, AND
LOCATION OF WATER AND SEWER LINES; (2) THE CA-
PACITY, AND APPROXIMATE LOCATION, OF PUMPING STA-
TIONS; (3) THE MAXIMUM POPULATION WHICH COULD BE
SERVED BY EACH SEWER CONSTRUCTION ITEM; (4) THE
MAXIMUM AREA LIMITS WHICH COULD BE SERVED BY
GRAVITY SYSTEMS FOR EACH SEWERAGE SYSTEM CON-
STRUCTION ITEM; (5) THE DEMONSTRATED NEED FOR
