(c) Submitted to Montgomery County Council. In addition to
the above, and not in substitution therefor, the Sanitary Commission
shall submit to the Montgomery County Council the portion of its
[initial program under this section proposing construction of major
trunk sewers] five-year projected program of major extensions of
sewer and water facilities
in Montgomery County, and the annual
revisions thereof and any resolution proposing an amendment [with
respect to said sewer program in Montgomery County] thereto, all
of which submissions shall be made at least [forty-five] sixty FIFTY
days before final action is taken by the Sanitary Commission. THE
COMMISSION SHALL SUBMIT TO THE COUNTY COUNCIL,
WITH ITS PROJECTED PROGRAM, FOR INFORMATION AND
REVIEW, ALL PREVIOUSLY APPROVED PROJECTS WHICH
HAVE NOT BEEN CONTRACTED FOR CONSTRUCTION. The
County Council shall hold a public hearing thereon, twenty five
TEN
days' notice of which shall be given by one publication in a news-
paper or newspapers, of general circulation in Montgomery County.
Such public hearing shall be held not less than forty
TWENTY-FIVE
nor more than fifty- THIRTY-FIVE days after submission of the
program to said Council.
If, thereafter, the County Council shall not
respond within [forty-five] sixty days of receipt of such submission,
tits consent thereto shall be assumed], the recommendations of the
Park and Planning Commission shall be deemed to be the recommen-
dations of said Council.
If the County Council shall disapprove any
[sewer] project in Montgomery County, contained in any such sub-
mission, or shall request deferral of any scheduled priority for any
such project, or shall request that no connection or access be per-
mitted on any [sewer] project or portion thereof, the Sanitary Com-
mission shall amend its program accordingly. , BUT THE COUNTY
COUNCIL'S DISAPPROVAL OF A WATER PROJECT SHALL
NOT EXTEND TO ONE DESIGNED TO PROVIDE SIGNIFI-
CANT WATER SERVICE TO PRINCE GEORGE'S COUNTY,
AND IN SUCH SITUATION THE COUNTY COUNCIL MAY
DESIGNATE THE PORTION OF THE WATER LINE WITHIN
MONTGOMERY COUNTY AS A LIMITED ACCESS LINE WITH
RESPECT TO CONNECTIONS IN MONTGOMERY COUNTY,
[w] Where recommendations have been received from the Park and
Planning Commission and the Sanitary Commission does not agree
therewith, the Sanitary Commission shall submit, in writing, to the
Montgomery County Council, its reasons for not accepting such
recommendations. AND FURNISH A COPY TO THE PARK AND
PLANNING COMMISSION. Where recommendations for dis-
approval of construction items or designations of limited access are
received from the Park and Planning Commission, the Sanitary Com-

mission shall amend the Montgomery County portion of the finally

adopted five-year program accordingly, unless the County Council,
by the affirmative vote of five of its members, directs otherwise.
THE
COUNTY COUNCIL SHALL SEPARATELY CONSIDER AND
VOTE ON EACH ITEM WHICH RECEIVED SUCH RECOMMEN-
DATION FOR DISAPPROVAL OR DESIGNATION OF LIMITED
ACCESS. If the County Council shall recommend the addition of a
new project or an advance in the priority of any project in Mont-
gomery County, the Sanitary Commission may, in its discretion,
amend its program accordingly, but only if such amendment can be
accomplished without causing the deletion or deferral of any project
scheduled or proposed for Prince George's County. THE COUNTY
COUNCIL SHALL ALSO HAVE THE AUTHORITY TO VETO,
