119.

The Housing Administrator of Howard County shall cooperate
fully with the zoning authorities; the Planning Commission; the
Metropolitan Commission and other regulatory boards of Howard
County; and shall supervise, execute and enforce compliance with
all rules and regulations of the County Commissioners of Howard
County adopted under the authority of this subtitle, and shall per-
form such other duties as may be prescribed by law or by the
County Commissioners aforesaid not inconsistent with this sub-
title, including but not limited to, furnishing statistical information
in cooperation with the Planning Commission, concerning the extent
and limit of the dwelling unit requirements for each and every
election district of Howard County. Housing Inspectors of Howard
County shall, under the direction of the Housing Administrator,
perform such duties as he may require of them in connection with
the housing code, rules or regulations of Howard County.

120.

It shall be the duty of the Housing Administrator of Howard
County to provide for the examination and the inspection of all
structures and buildings for which application for housing permits
and/or certificates of occupancy have been filed, and also, any and

all other structures which contain dwelling units which will be

leased, rented or let for human habitation , whether erected prior to
July 1, 1964, for the purpose of ascertaining if said buildings meet
the minimum requirements of the hygiene of housing required by
the County Commissioners of Howard County and by application
of the rules and regulations to establish the number of human occu-
pants which shall inhabit each dwelling unit or structure. Where
the Housing Administrator or his representatives find any violation
of the rules or regulations as may be adopted by the County Com-
missioners of Howard County and their failure to comply with any
notice or ruling of the Housing Administrator of Howard County,
such act shall be deemed a misdemeanor and shall be punishable by a
fine not to exceed $500.00
$100.00. Any person who shall violate such
rule, regulation and provision shall be deemed guilty of a separate
offense for each day that such violation shall continue.

The Housing Administrator and/or any of his assistants while
acting for and on behalf of the County Commissioners of Howard
County in the enforcement of this law, shall not render themselves
liable personally and they are hereby relieved from all personal
liability for any damages that may accrue to persons or property
as a result of any act required or permitted in the discharge of
their official duties. Any suit instituted against the Housing Ad-
ministrator, or any of his assistants because of an act performed by
him in the lawful discharge of his duties and under the provisions of
this law, shall be defended by the legal representative of the County
Commissioners of Howard County until the final termination of the
proceedings. In no case shall the Housing Administrator or any of
his subordinates be liable for costs in any action, suit or proceeding
that may be instituted in pursuance of the provisions of this law;
and the Housing Administrator or any of his subordinates, acting in
a bona fide manner under its provisions or by reason of any act or
admission in the performance of his or their official duties therewith.
